      BOLI has an opening for one Compliance Specialist 3 position with the Wage and Hour Division. This position will be based out of the Eugene, Salem, or Portland office. The successful candidate may also be eligible to work remotely on a part-time basis.

      This is a permanent, full-time, SEIU represented position. This recruitment may be used to fill additional vacancies as they occur.

      Preference may be given to candidates who are able to speak, read, and write fluently in languages other than English.

      What You Will Be Doing

      Below is a sampling of job duties. It is not meant to encompass all duties.

      Wage and Hour Investigations

      • Conduct company-wide investigations by collecting and analyzing various records, evidence, documents, and data relevant to the investigation

      • Conduct on-site inspections to ascertain status of compliance with laws

      • Subpoena records and conduct fact-finding conferences

      • Perform complex wage calculations

      Civil Rights Investigations

      • Make recommendations to the Commissioner’s Office and the Civil Rights Division Administrator on when a Commissioner’s Complaint is appropriate and investigate such complaints when approved

      • Investigate civil rights violations discovered during company-wide investigations by interviewing employees, employer, and witnesses, and by gathering all information and materials relevant to the violations.

      • Analyze information and apply relevant laws and regulations to establish a factual and jurisdictional basis for finding or not finding substantial evidence of unlawful discrimination

      • Attempt to reach a settlement through conciliation and/or mediation during the investigation process; prepare and execute conciliation agreements

      Dispute Resolution

      • Negotiate settlement / resolution with employers and their representatives, their legal counsel, accountants, union officials, and industry associations to obtain back wages due employees and future compliance agreements. Prepare letters, wage collection orders, settlements, and compliance agreements.

      • Prepare extensive, accurate, and detailed written reports summarizing investigations, findings, and recommendations regarding unpaid wages, civil penalties, and other sanctions for the administrative hearing process or court trial.

      • Testify on behalf of the agency at contested case hearings or court trials, and provide primary investigative support to the agency’s prosecutor or attorney at Department of Justice

      Working Conditions

      Daily contact with employees, employers, witnesses and others who may be hostile angry or otherwise emotionally volatile. Must be able to maintain objectivity, negotiate and resolve adversarial and emotional disputes with tact and diplomacy. Interviews and on-site investigations will be conducted at the employers’ work sites, which may be indoors or outdoors. Work sites may be hot, cold, wet, cramped and/or dirty. Position requires occasional evening and/or weekend work and occasional travel to perform field work that may involve overnight stays. Drivers’ license valid in the state of Oregon and acceptable driving record is required.

      This Is What You Need to Qualify

      • Five years’ experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.

      College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

      The ideal candidate will possess the following desired skills and attributes:

      • Skill in making independent judgments and decisions concerning a course of action to be taken.

      • Skill in researching, applying, and explaining, both orally and in writing, complex laws, rules, policies, and procedures to a wide variety of people with different skill levels.

      • Skill in conducting on-site inspections and interviews of employees, employers, and third parties to ascertain status of compliance with laws, rules, or regulations.

      • Demonstrated experience in conducting investigations by collecting and analyzing various records, evidence, documents, and data, including performing audits of businesses or industries and performing complex wage calculations.

      • Demonstrated experience in preparing extensive, accurate, and detailed written reports summarizing investigations, findings, and recommendations.

      • Demonstrated experience in negotiating settlements with various parties.

      • Demonstrated experience in developing guidelines, policies, and procedures.
