      Construction Records Auditor I B18 $42,521-$67,671
      Construction Records Auditor II B19 $45,244-$72,408
      Construction Records Auditor III B20 $48,158-$77,477
      Construction Records Auditor IV B21 $51,278-$82,901

      This position is for one (1) Construction Records Auditor I, II, III, or IV. The Texas Department of Transportation reserves the sole right in determining the level of position based on business needs and the applicants' work experience, education, skill level, and all other appropriate factors.

      Audits construction project records; verifies contractor compliance with state and federal requirements and trains others. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

      Essential Duties:

      Construction Records Auditor I

      • Performs and reviews construction records audits and coordinates with area engineers on monthly and final estimates, change orders, supplemental agreements and work orders
      • Advises contractors’ bookkeepers on record-keeping procedures
      • May serve as District DBE coordinator
      • Verifies contractors’ compliance with federal requirements for EEO and on-the-job training, Disadvantaged Business Enterprise and Small Business Enterprise programs
      • Trains less experienced recordkeepers and records auditors
      • Participates in meetings regarding contract administration
      • Prepares related correspondence and reports
      • Other duties as assigned

      Construction Records Auditor II
      In addition to above

      • Assists area engineers by providing direction and technical expertise in resolving contract administration problems
      • Performs final review of contracts
      • Represents the District at meetings regarding contract administration

      Construction Records Auditor III
      In addition to above

      • Reading and interpreting applicable plans, schematics, blueprints and maps
      • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
      • Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions

      Construction Records Auditor IV
      In addition to above

      • Coordinates the work of recordkeepers and/or records auditors and support staff
      • May serve as a Lead Worker
      • May lead project or planning activities of professional and technical employees

      Minimum Qualifications:

      Education: All Levels: High School Grad or Equivalent in general high school studies.

      Experience:

      Construction Records Auditor I: 6 years construction record keeping, auditing. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

      Construction Records Auditor II: 7 years construction record keeping, auditing. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

      Construction Records Auditor III: 8 years construction record keeping, auditing. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

      Construction Records Auditor IV: 9 years construction record keeping, auditing. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

      Licenses and Certifications: Valid driver’s license at the time of application. This position requires driving a state vehicle.

      Construction Records Auditor I

      • Governmental policies and procedures
      • Auditing and investigative methods, practices, and procedures

      • Reading and interpreting applicable plans, schematics, blueprints, and maps
      • Monitoring the status and progress of projects
      • Preparing and maintaining confidential and sensitive records, files, and reports

      Construction Records Auditor II
      In addition to above

      • Applicable laws, rules, and regulations
      • Reviewing plans for accuracy and ensuring compliance with requirements

      Construction Records Auditor III
      In addition to above

      • Reading and interpreting applicable plans, schematics, blueprints and maps
      • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
      • Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions

      Construction Records Auditor IV
      In addition to above

      • Assists in the development of audit and training plans
      • Serves as the Disadvantaged Business Enterprises (DBE) and Historically Underutilized Business (HUB) programs liaison for the District
      • Serves as District DBE Coordinator
      • Performs research and analysis on draft policies, procedures, manuals and project documents

      Physical Requirements and Working Conditions:

      • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
      • Standing prolonged periods of time
      • Repetitive Motion – substantial movements of the wrists, hands, and fingers
      • Close Visual Acuity – work includes data/figures; view a computer screen, extensive reading
