      Hennepin County Public Works serves the largest county in Minnesota by population and is responsible for 2,200 lane miles of roadway, roughly 650 miles of bikeways, 380 miles of sidewalks and 147 bridges. The Transportation Project Delivery (TPD) department administers functions associated with the county transportation system. This department plans, programs, designs, and oversees the construction of a safe, effective transportation system throughout Hennepin County. The Construction d ivision within the TPD department is seeking an Administrative Manager to oversee and lead the financial administration of the capital improvement program on active construction projects and to be responsible for division administration of finances and accounting related to the division’s annual budget, and fleet/equipment capitalization management. This position would manage and lead Construction’s AASHTO certified materials testing laboratory and staff who support all active construction projects .

      Location and hours:
      This position is hybrid and will be performed both on-site at the Public Works Facility 1600 Prairie Drive, Medina, MN 55340, and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

      New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

      In this position, you will:
      • Manage and administer the financial components of the Construction division. Most notably setting up construction contracts according to the CIP funding plans within a Cost Distribution Summary, maintaining agreement and funding plans throughout the life of contracts with partial pay requests, and developing, submitting , and reviewing accounts payable/receivable as it applies to projects ( i.e. D elegated C ontract P rocess (DCP) pay requests, S tate Aid reimbursements, Contract Increase s , etc. ).
      • Manage and supervise the Materials Testing Laboratory, staff, and all equipment maintenance and certifications for AASHTO standards.
      • Aid in the development and management of the Construction division’s budget and quarterly reporting.
      • Develop, manage, and maintain the survey equipment capitalization and intra-division survey requests.
      • Coordinate and effectively communicate with internal team members across Hennepin County divisions and departments, external permitting agencies, municipal partners, stakeholder groups, and individual residents to ensure successful project delivery outcomes.
      • Provide leadership and guidance to internal technical staff and consultants.
      Need to have:
      • One of the following:
        • Nine years of experience related to organizational operations or programs or a specialty area appropriate to the position.
        • Bachelor's degree in business administration or other field appropriate to the position and five years of experience related to organizational operations or programs or a specialty area appropriate to the position.
        AND
        • A valid driver's license.

        Nice to have:
        • Experience with:
          • Financial components of MnDOT Federal and/or State Aid Construction Contracts.
          • MnDOT State Aid and Federal Aid Eligibility standards and administration.
          • Transportation construction projects.
          • MnDOT & AASHTO Materials Standards.
          • Construction Management Software (OneOffice or similar).
          • Managing, directing, and supervising staff.
          • Developing and managing budgets and equipment capitalization
          • Reading and analyzing financial agreement with other local agencies and partners.
          • Preparing a variety of reports and making presentations.
        • Ability to:
          • Develop and maintain effective working relationships with customers of the department.
          • Plan, organize, and track complex projects in accordance with MnDOT/FHWA standards.
          • Communicate clearly and concisely in verbal and written form.
