      The Controlling Energy Marshal is a quality assurance/supervisory role that helps ensure the vendors’ and contractors’ Energy Isolation and Electrical Safety Programs meets or exceeds company safety policy requirements as stood up by the Authorizing Energy Marshal.

      Executive Summary
      Energy Isolation Management is a significant part of ***’s construction and commissioning efforts. To ensure focus and compliance for all aspects and types of energy isolation a Controlling Energy Marshal is required for each campus or project.
      This critical role implements learnings, provides consistency, and drives rigor into ***’s energy isolation and electrical safety programs. The Controlling Energy Marshal is a MS representative who oversees and assures the Authorizing Energy Marshal (GC) and supplemental vendor support comply with the overall Energy Isolation Program Management on a datacenter construction campus.

      Responsibilities and Support of Field Execution
      1. The Controlling Energy Marshal is an assurance role that helps ensure the vendors’ and contractors’ Energy Isolation Program meets or exceeds any *** safety policy requirements and is stood up by the Authorizing Energy Marshal.
      2. Utilize SPS-101 Energy Isolation SPS and SPS-101 Energy Isolation Guidebook as the baseline and foundation of the Energy Isolation Program that is implemented throughout the campus and project.
      3. Utilize SPS-102 Electrical Safety SPS and SPS-102 Electrical Safety Guidebook as the baseline and foundation of the Electrical Safety Program that is implemented throughout the campus and project.
      4. Establishes and manages an Energy Isolation assurance process and works with site teams to close any gaps identified in assurance audits. Alignment Checklist SPS 101 Energy Isolation is provided as a reference / guideline.
      5. Ensures approval process for proposed Energy Isolation procedures is in place.
      6. Work with the Authorizing Energy Marshal to establish an Energy Isolation Permit process.
      7. Work with *** and GC Safety Representatives to ensure all aspects of electrical safety on site are within the bounds of all ***/NFPA/OSHA regulations
      8. Ensures SoWs, MOPs, and Scripts are reviewed, and all sources of energy are identified.
      9. Helps determine if a group or individual LOTO will be required. Establishes, with the Authorizing Energy Marshal, a centralized LOTO with all site entities.
      10. Ensures process is established that verifies qualifications, training, and PPE of personnel performing the work.
      11. Delegates alternates that are qualified to assume role during multi-shift and peak energization time frames.
      12. Liaising MS Operations where energy isolation activities may potentially impact operating datacenter core operations.
      13. Acts in coordination with the Authorizing Energy Marshal as a subject matter expert in all Energy Isolation incident investigations in area of responsibility.
      14. Serves as an independent authority for stopping all unsafe work practices.
      15. Oversight of critical electrical switching/commissioning milestones.
      16. Attends daily and weekly High Risk Activity (HRA) / Job Hazard Analysis (JHA) Meetings and provides procedure preparation support associated with Energy Isolation
      17. Input / Review on MEP Change Order / Management Process
      18. Communication of *** TSB (Technical Service Bulletins) to Contractor
      19. Reviews and provides input on Quality and Scope Controls for MEP Trades
      20. Review and Approval of Equipment Commissioning Scripts
      21. Review and provide feedback of MEP & OFCI Vendor related trades Pay Applications
      22. Review and Understand Project Schedule and Look-a-head Schedules
      23. Practice and set a culture of safety, collaboration, and leadership
      24. Review / Audit adherence to safety and training program
      25. Support PSA (Professional Safety Advisor) and Participate in monthly performance reports of Contractors, Trade Partners, and Vendors
      26. Attend Weekly Project Meetings related to MEP trades
      27. Support PSA in any Incident Response and Escalation Support. This includes on call availability and support in the event of an emergency
      28. Participate in Weekly Safety and Incent Review Meetings
      29. Support with any escalation related to the performance of Direct *** Vendors
      30. Participate in Weekly Meeting with OFCI Vendors
      31. Acts as the *** Team's MEP SME and provides technical training to *** personnel as necessary
      32. Support and collaborate on process development or improvement with other *** team members at a Campus and Regional Level
      33. Support successful turn over to Operations
      34. Position will require a full time on site presence. This includes start of work day by attending stretch/flex and Daily Activity Briefs.

      Deliverables:
      · Project Start Up
      o Ensures the Contractor has an approved Energy Isolation Program Plan (Commencement of Energy Isolation Activities with updates throughout the project)
      § Communicates and provides guidance on SPS-101 Energy Isolation program documents.
      § Confirms Authorizing and Performing Roles are in place.
      § Establishes Acceptance Criteria for Authorizing Authority’s site Energy Isolation Plan.
      · Weekly Deliverables:
      o Energy Isolation Assurance - Minimum of (1) Audit and findings to include inspections, issues, deficiencies, and best practices within the Energy Isolation Program
      o Minimum of (3) safety observations entered into MSFT platform
      o Energy Isolation Reports - Report highlighting the activities and general status of the Energy Isolation Program
      o Provides report out of commissioning tagging of equipment.
      · Monthly Deliverables:
      o Supports the PSA with the Monthly Trade Partner Report

      Requirements of Energy Marshal:
      · Experience in DC construction and commissioning standards and practices.
      · Proven ability to interact with teams and implement improvements
      · Ability to effectively communicate complex technical solutions and concepts to engineers and non-engineers.
      · Ability to audit and effectively promote safe site practices against written standards as part of assurance role.
      · Knowledge of construction techniques, terminology, and documentation with strong ability to interpret line drawings and system redundancies to ensure design of LOTO systems is 100% effective and in compliance with MS standards. (Power distribution, mechanical cooling, hydraulic, pneumatic, lighting, grounding, fire alarm, security, fire/life safety, and controls systems)
      · Familiar with multiple sources of energy and equipment in datacenters, with emphasis placed on electrical. (Paralleling switchgear, redundant UPS systems, DC battery strings, multi-source electrical utility switchgear, standby diesel generators, automatic/static transfer switches etc.)
      · OSHA 30 Hour Training
      · NFPA 70e or NFPA CESCP Certification
