      The Santa Margarita Water District is hiring a Construction Manager to work in the Engineering Department. The Construction Manager is responsible for construction project management and supervision of inspection staff for projects throughout the District.

      The ideal candidate would have an understanding of water and sewer facility construction and operation, including civil, mechanical, electrical and controls aspects of facilities. The candidate would have strong communications skills to coordinate with management, contractors and various departments within the District. The candidate would be a strong leader, detail-oriented, a critical thinker, organized with strong planning skills, and effective in managing staff.

      JOB SUMMARY
      Under the general direction of the Chief Engineer or designated position, plans, organizes, directs, coordinates, and manages construction contracts and assigned staff responsible for construction inspection activities of the District including underground utility location; coordinates construction activities of the District with other departments including operations, electrical, controls and finance; implements planning, design and construction elements of the District’s Capital Improvement Programs; coordinates with Developer Construction Managers and oversees inspection of Development work to ensure compliance with District standards; administers engineering, environmental and/or construction contracts, and performs related work as assigned.

      DISTINGUISHING CHARACTERISTICS
      The Construction Manager position is a single-class position in the Inspection Division of the Engineering Department. In addition to performing the full range of journey-level and advanced skilled duties, incumbents serve as the working lead person of inspectors and consultants, coordinating and overseeing their work and providing guidance and training. Incumbents perform the most complex construction work requiring a substantial level of professional training and experience. Assignments are either general or project-focused, requiring the exercise of independent judgment and initiative in coordinating the work internally with other units and externally with contractors, consultants, and external entities.

      This position reports directly to the Chief Engineer or his/her designee. ESSENTIAL FUNCTION STATEMENTS
      The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

      1. Plans, assigns, supervises, reviews, and evaluates the work of a variety of engineering and/or construction inspection and underground utility locator personnel; provides for staff training, development, and performance reviews.
      2. Supervises and participates in a variety of professional and sub-professional engineering work, including the preparation of plans and project specifications; directs and/or coordinates construction project inspections.
      3. Supervises and participates in the review of plans; evaluates compliance with laws, ordinances and other regulatory requirements.
      4. Prepares and evaluates requests for proposals relating to projects requiring contract engineering work; directs the preparation of project cost estimates for competitive bidding purposes; reviews plans and specifications prepared by District staff or by consulting/engineering firms.
      5. Performs and/or supervises contract administration functions; conducts bid openings, analyzes bid results; holds preconstruction meetings, conducts/supervises inspections by visiting work sites, ensures compliance with Stormwater Pollution Prevention Requirements, reviews/approves record drawings, oversees archival of submittals and other construction documents, and transfer of Operations and Maintenance Manuals to Operations Department.
      6. Compiles and analyzes statistical data and prepares technical reports relating to planning and implementation of public works projects and programs; assists in the preparation of cost projections for the department budget.
      7. Coordinates engineering activities with other department staff, District personnel, and agencies; prepares construction progress and project acceptance reports, attends and makes presentations to District committees, commissions, and the Board of Directors.
      8. Supervises division staff; trains and evaluates employees; initiates and carries out appropriate disciplinary actions; supervises and participates in office operations, recordkeeping, and District Maps and Atlases, and Geographic Information System.
      QUALIFICATIONS

      Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

      Education, Training and Experience:
      Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example combinations include: equivalent to graduation from a four year college/university with major course work in civil or environmental engineering and ten years of professional engineering experience in the design, construction, maintenance, or operation of water distribution and treatment facilities and/or wastewater collection, treatment, and reclamation facilities; development construction, and supervisory experience.

      Licenses; Certificates; Special Requirements:
      Possession of a Class C California driver's license, a satisfactory driving record and the ability to maintain insurability under the District’s vehicle insurance program.

      Certificate of registration as a Professional Engineer issued by the California State Licensing Board is preferred.

      Knowledge of:
      Considerable knowledge of civil engineering principles, practices and techniques with particular reference to the planning, design, construction and operation of water supply and wastewater collection and reclamation systems and facilities; principles and practices of contract administration; labor codes, federal, state and local laws and regulations pertaining to domestic water supplies and wastewater reclamation; business data processing applications related to the solution of engineering problems and the maintenance of records; administrative principles and methods, including goal setting, program and budget development and implementation and employee relations.PHYSICAL AND MENTAL DEMANDS

      Travel by automobile/truck to conduct District business; communicate in person, in writing, electronically and/or by telephone with management, co-workers, and the public in face-to-face, one-to-one, and group settings; use office equipment such as computer terminals; sit for extended periods of time; have hearing and vision within normal ranges; sufficient manual dexterity to operate equipment; walk on uneven terrain; work in an outdoor environment with possible exposure to heavy equipment, dust, fumes, and noise; work in trenches and elevated areas; lift up to 40 pounds.

      While performing the duties of this class, an employee uses written and oral communication skills; reads and interprets data, information and documents; analyzes and solves problems; uses math and mathe­matical reasoning; observes and interprets people and situations; learns and applies new information and skills; performs highly detailed work; deals with changing deadlines, constant interrup­tions and multiple concurrent tasks; and interacts with others encountered in the course of work, including frequent contact with officials, other agencies, contractors and/or the public.

      WORK ENVIRONMENT
      The employee works in an office and field environment where the noise level ranges from quiet to loud. The employee frequently works in outdoor weather conditions; extreme heat or cold; in confined spaces; on uneven or slippery surfaces; near moving mechanical parts, moving equipment and heavy traffic. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, loud or prolonged noise and equipment with heavy vibrations. The employee may be at risk of electrical shock or radiation.

      The employee may be required to work various shifts, at night, on weekends and holidays as needed.
