ESC of the Western Reserve Plan for appropriate strategies and provide instruction that meets the individual needs, interests and abilities of ELL students.
Address all aspects of communication through appropriate instruction that develops each student’s ability to read, write, speak, and listen in the appropriate content area.
Adapt curriculum to provide individual, small group, and/or remedial instruction as to meet the needs of individual students and subgroups of students.
Collect, evaluate, and discuss data relevant to the needs and accomplishments of English learner students on a regular basis and provide progress reports as requested.
Use assessment data to determine service models and learning goals for ELL students.
Develop and implement English Language Learner plans using Ohio’s English Language Proficiency Standards.
Work collaboratively with colleagues to meet the needs of English learners by providing resources and strategies that focus on the needs of English language learners.
Provide support for teachers in planning and gathering resources on creating standards-based lessons and interventions.
Participate in MTSS/IEP/504 meetings as necessary.
Stay informed of issues, best practices and state and federal mandates/policies regarding English Language Learners, ELD curriculum and instruction.
Collaborate with EMIS coordinator and district registration processes involving ELL students.
Assist with the identification and assessment of potential English learner students and maintain appropriate documentation throughout the process.
Plan for and administer the Ohio English Language Proficiency Screener (OELPS) and the Ohio English Language Proficiency Assessment (OELPA).
Administer academic and language assessments for the purpose of evaluating student progress toward meeting academic learning targets and progress in language acquisition.
Maintain complete and accurate records of student progress and evidence of growth.
Establish and maintain cooperative relationships with parents through effective use of interim reports, report cards, phone calls, conferences, notifications, conferences and electronic communications.
Collaborate with district leaders to establish communications that meet the language needs of families, including translation of documents and obtaining translators for meetings.
Develop and deliver within the state timeline all required family notifications regarding OELPS/OELPA testing and student status in ELL programs.
Implement state-mandated programs as assigned.
Participate in regional and state TESOL/literacy training and effectively share information with all parties/stakeholders.
Work with district and building leadership to develop and maintain culturally responsive classrooms; work with staff to understand the unique challenges and needs of English language learners.

The Educational Service Center of the Western Reserve (ESCWR) is considered a public school district/entity under the Governance of the Ohio Department of Education. The ESCWR provides an array of services to support instructional and operational needs within area school districts. Additionally, the ESCWR operates several preschool and special education programs in Geauga and Lake counties, as well as serves as a fiscal agent for several entities and grants.
Summary: To serve as a resource, collaborator, consultant, and partner to customer districts and to provide quality service in the areas relating to servicing English Language Learners in school/continuous improvement, assessment/evaluation, curriculum design/development/implementation, effective instruction, consultation of programming, and state and federal mandates and initiatives.
Essential Duties and Responsibilities: In addition to the list below, other duties may be assigned by the superintendent/building administrator/Director of Pupil Services/ELD consultant
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required. Education/Experience & Certification: Degree in TESOL education, special education, early childhood education, education administration or appropriate field or evidence of equivalency. Must hold an Department of Education and Workforce teaching license with TESOL license/endorsement or one of the alternative pathways: Wilson Reading System Level One Certification, National Board Certification in Literacy, The Institute for Multi-Sensory Education's (IMSE) Orton Gillingham 30 Hour Comprehensive Course Plus 45 Hour Practicum, or Voyager Sopris Learning's Language Essentials for Teachers of Reading and Spelling (LETRS) Certification. Preferred candidate will demonstrate at least 5 years of successful classroom teaching to include ELD/reading/literacy instruction in grades preschool - 12; knowledge of Ohio’s Plan to Raise Literacy Achievement, Ohio English Language Proficiency Standards, Ohio Instructional Guidelines and Resources for ELLs, and Ohio English Language Proficiency Assessment (OELPA); models for teaching English Language Learners; Bilingual/Multicultural experience.
Criminal Records Check: Must comply with Ohio Revised Code 3319.39 – Criminal Records Check.
Drug Testing: Must pass a 9 panel drug screen at time of hire and comply with the Drug Free Workplace Act of 1988.
