- Administer and manage contracts, including reviewing scopes of work, establishing and reviewing contract exhibits and documents, setting up contracts in an online system (e.g., Agiloft), and maintaining accurate files.
- Conduct detailed invoice reviews, route for program staff approval, track payments, and troubleshoot payment issues.
- Ensure accurate data entry and act as a subject matter expert in systems such as Agiloft, iProcurement, and iExpense.
- Serve as a liaison between the contracts team (ex. CPRES) and the division.
- Develop and maintain financial policy compliance tracking tools, monitoring systems, and reporting procedures.
- Provide technical assistance and support to contractors, ensuring timely and accurate invoicing and financial tracking.
- Assist with project procurement, gift card procurement and tracking, and general administrative duties.
- Innovate and improve administrative processes to enhance financial stewardship and direct service delivery.
- Coordinate with accounts payable and contracts unit as necessary.
- A minimum of 2 years of experience in contract administration, including contract management, compliance, monitoring, and reporting.
- Proficiency in Microsoft Excel at an intermediate level.
- Experience with online procurement and financial management systems.
- Knowledge of generally accepted accounting principles (GAAP).
- Strong communication skills, both written and verbal.
- Ability to define, visualize, measure, control, report, and improve processes to meet customer requirements.
- Proven ability to establish productive relationships with internal colleagues and external clients.
- Knowledge of contracting and finance, including system workflow and technical knowledge of contract management applications like Agiloft/Zoom grants.
- Advanced knowledge of grants management, accounting, audit, and public sector budgeting.
- Experience with Oracle-based financial and reporting systems and electronic contract administration systems.

Position Summary
Public Health Seattle & King County is seeking a highly qualified individual with expertise in both accounting and contract administration to take on the role of Administrator II - Contract Administrator within our administration and finance unit. This key position is integral to the management of various contract and accounts payable responsibilities within the unit.
The Administrator II - Contract Administrator will lead all aspects of contract production and execution, focusing on ensuring compliance with federal, state, county, and departmental requirements. This includes managing contract reviews, technical quality assurance, and approvals for accounts receivable and payable, as well as oversee other professional contracts. Additionally, the role involves developing Requests for Proposals/Qualifications, bids, Memoranda of Understanding, and Inter-Local Agreements.
The successful candidate will demonstrate strong analytical skills, proficiency in Oracle EBS, and extensive experience with Microsoft Excel and other reporting software for effective revenue and expenditure monitoring. A keen attention to detail and the ability to navigate complex contract processes are essential for this role. The position plays a critical part in ensuring financial stewardship and compliance and contributes significantly to the smooth operation and success of Public Health's programs and initiatives.

Work Schedule Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week. This position is non-exempt and overtime eligible.
Work Location The work performed in this position will be predominantly performed via telecommuting, with one day per week in office on a regular basis, which will increase to two days as-needed. This position is based out of the Chinook Building, located at 401 5th Ave in Seattle, 98104.
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely.
