      JOB SUMMARY

      Responsible for tracking, monitoring and auditing projects business goals. Attends preconstruction, pre-bid, pre-consultant and progress meetings. Provides general oversight for subcontractor utilization tracking for projects as well as explain all documents relating to subcontractors. Maintains a positive working relationship with internal and external stakeholders. Performs other duties of a similar nature as may be required.

      ESSENTIAL FUNCTIONS

      − Reports

      • Prepare reports for each project and maintain the construction supervisors informed of how the goals are being met or not.

      • Responsible for preparing monthly reports for the Good Neighbor Ambassador Program demonstrating money spent thru the program to companies who are certified.

      • Responsible for calculating and summarizing historical Bid on Proposal (BOP) data for internal and external report.

      • Audits DBE goals on EPA funded projects and prepares annual reports.

      • Ensures Sewer District compliance with Water Pollution Control Loan Funds (WPCLF) requirements through communication. Responsible for tracking EPA/DBE goals that have a WPCLF and verify goals are met.

      − Meeting Attendance

      • Responsible for presenting at pre-bid meetings to explain how the program functions.

      • Attend pre-construction and monthly progress meetings for each project to inform the status of goals met and if needed improvement and offer recommendations.

      − Application Software

      • Enter, track and adjust pay applications of each project, assure that the project is utilizing the subcontractors (must still be certified) and that goals (MBE/WBE/SBE) are being met by the contractors.

      Projects

      • Responsible for tracking capital projects when they are approved.

      • Evaluates bid documents for the two lowest bidders and submits a bid evaluation.

      • Evaluates information contained in a spreadsheet against the B2G program. Ensures subcontractors are being paid.

      • Responsible for monitoring pending data and utilization plans for the Sewer Districts contracts with subcontracting goals.

      − Customer Service

      • Provides customer service to organizations in the program.

      • Communicates with user departments, vendors, contractors and the general public to resolve inquires and complaints and to explain program policies.

      − Performs other duties of a similar nature as may be required.

      MINIMUM JOB REQUIREMENTS

      EDUCATION

      - Candidate must possess bachelor’s degrees, preferably in Business Administration, Engineering Technology or a related field.

      - Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

      EXPERIENCE

      - Candidate must possess three (3) years of project management experience. This experience must include budget management, recordkeeping, Request for Quote (RFQ)/Request for Purchase (RFP) development, basic budget administration, managing projects, gathering specifications, documenting system requirements, building consensus and managing project timelines.

      OTHER REQUIREMENTS

      LICENSURE AND CERTIFICATIONS

      - Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

      KNOWLEDGE, SKILLS AND ABILITIES

      - Analyze information and make appropriate recommendations, operate throughout all levels of the organization, and provide exceptional customer service. Experience successfully managing routine and special projects is a must.

      - Candidate must be able to prioritize assignments, meet prescribed deadlines and manage special projects.

      - Candidate must have the ability to read and interpret bid specifications, applications, contracts and related documents.

      - Candidate must possess professional business acumen.

      - Candidate must possess excellent customer service skills while building effective cross-functional partnerships.

      - Candidates must have excellent verbal and written communication, analytical and organizational skills. Strong public speaking skills.

      - Candidate must be proficient in Microsoft Office Suite, including Word, Excel, Access, Outlook and PowerPoint.

      - Candidate must be able to formulate solutions and resolve issues in timely manner.

      PHYSICAL AND MENTAL REQUIREMENTS

      During the course of performing the essential functions of this position the employee must be able to, compare, compute, analyze, synthesize, copy, compile, coordinate, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, walking, sitting, handling, reaching, feeling, fingering, talking and hearing. Ability to lift up to 10 lbs. on a consistent basis. Position will require visual demands of near acuity, depth perception and color vision. While working in the field the employee may be exposed to extreme weather, wet and or humid conditions, atmospheric conditions, hazards, vibrations and confined/restricted working environments.

      Pay Range: USD, Commensurate with Experience

      $56,580 - $70,726
