- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full academic years of progressively higher-level graduate education or masters or equivalent graduate degree
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level (Transcript Required).

This position is located within one of the service organizations of the National Acquisition Center (NAC), National Contract Service. The incumbent performs the full range of contracting or contract administrative duties related to the life cycle of contracts.Duties
This is a bargaining unit position.

Physical Demands: The work is sedentary in nature.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2024.
Individual Occupational Requirement:
Basic Requirements: A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Education.: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience of various contracting methods, and contract types, and contract administration principles, policies, regulations, and procedures to administer contracts that are routine and recurring in nature. Along with skills of how to put results of reviews performed by price/cost analysts, auditors, or technical specialist to use and have oral and written communications skills. Skill to use of negotiation techniques to conduct award and post-award negotiations such as supplemental agreements or settlement actions. Experience in the cost and price analysis techniques to prepare proposals against previous history, actual expenditures, and established rates to determine a negotiation position.

Professional skill of a wide range of services and commodities, contracting strategies, and contract regulations and laws in conducting meetings, negotiations, and guidance to management officials, contract administrators. Prudent knowledge of cost and price analysis techniques to prepare proposals, and established rates to determine a negotiation position. Proven experience using results of reviews performed by price/cost analysts. Skill to apply the pre-solicitation and solicitation principles, requirements, and processes.
