Create detailed service contracts, procurement documents, and amendments that reflect laws, rules, regulations, policies and procedures
Prepare termination letters to suppliers whose contracts have expired and will not be renewed
Plan and develop program descriptions, policies, procedures, budgets, and systems
Use procurement technology to create customer identification numbers to upload into the system
Interpret and apply laws, rules, regulations, policies and procedures
Prepare reports for management and program development staff
Develop and process contracts and intergovernmental agreements (IGA’s) that match funding sources
Organize and lead meetings with stakeholders to guide the creation, implementation, and oversight of contracts that meet program needs
Help programs develop statements of work, payment terms, measurable program outcomes and special conditions
Ensure contract/procurement compliance with all related laws, rules, regulations, policies and procedures
Recruit, train, and supervise the work of other Contract staff, volunteers and interns
Support programs in the development of complex proposals and contracts
Write protocols, procedures, and guides consistent with other contract policies
Study customer requirements, gather information, and create proposals and reports to support program goals
Develop and monitor funding sources to ensure payments comply with the scope and schedule of contract
Track and respond to questions about the purchasing process from people working inside and outside the County
Monitor contracts and alert management of delays or performance issues
Work with multiple divisions in the County and community to write agreements that serve the needs of clients and stakeholders
Improve processes to decrease redundant work, establish consistent formats, and ensure all relevant information is included
Equivalent to a bachelor's degree
Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position
Experience serving diverse populations and providing culturally responsive services

The purpose of this position is to plan, develop, monitor and implement health and human services contracts for Divisions within the Health Department. This position prepares and drives complex contracts and contract amendments that are clear, accurate, well written, in accordance with applicable laws, rules, policies and procedures, and are consistently delivered in a timely manner. The incumbent in this position is responsible for driving process improvements and assuring accountability in the contracting and expenditure of public funds and performs a variety of professional and technical tasks related to the development and execution of contracts, intergovernmental agreements and memoranda of understanding. This position uses subject-matter expertise to examine processes and develop work procedures. Develops procurement agreements with various vendors/contractors, and provides supervision to assigned staff, interns or volunteers.

Schedule: Monday to Friday, 8:00 AM 5:00 PM
Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building located at 619 NW 6th Ave., Portland, OR 97209.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response.
