City of Seguin - Receives information by phone and radio regarding power outages, new service hookups, and service change-outs, water/wastewater distribution problems, street problems and brush problems;
- Creates work orders, dispatches crews to specific locations to correct electric, water/wastewater distribution problems, and perform other work related to city utility service;
- Verifies on-call slips from Police Department email for electric and water/wastewater and creates work orders;
- Maintains employee emergency contact lists, ERCOT listings and media advisory listings;
- Maintains professional communications with area wholesale electric providers;
- Maintains documents in compliance with record retention requirements;
- Enters data, prints monthly reports on outages, and prints listing of service orders issued to departments;
- Maintains daily location logs for individual crews related to safety;
- Proficient in various types of computer software to include: Microsoft Word, EXCEL, Power Point, and Web QA,Tyler Tech, and Cityworks;
- Maintains professional communications with other area utility providers;
- Trains other employees to fill in as Control Center Operator as needed;
- May have to work holidays, weekends and hours other than 7:00 to 3:30; and
- Performs such other duties as may be required.
- Monitor and control (SCADA) Electrical distribution system and substation facilities.
- Monitor load levels, setting circuits for line work or switching, responding to alarms, and reclosing substation breakers.
- Provide recommendations for Electrical system changes to increase reliability and resiliency by creating, validating and issuing switching orders for distribution system.
- Remain proficient with load shed procedures by participating in real time drills with other local utilities.
- Utilize Line Sensor fault data to determine a fault location and severity.
- Monitor and control (SCADA) Water distribution systems.
- Monitor weather and respond to changing conditions accordingly
- Work with Water Operations department to isolate water leaks.
- Monitor and control (SCADA) Wastewater collection systems.
- Coordinate with operations groups to address any fault or issues detected.

SUMMARY OF POSITION:
Manages communications by multi line phone, radio, and has direct contact with the general public, city staff, supervisors, managers, executive management etc., as needed to manage day-to-day operations, and critical / emergency situations. The Control Center Operator is proficient in monitoring, interpreting, and controlling the city’s Supervisory Control and Data Acquisition (SCADA) systems related to each city provided utility. The Control Center Operator must lead, monitor and operate SCADA Systems, GIS, outage management systems, and control and maintain the integrity of electric, water distribution systems, and wastewater treatment systems. Performs dispatch duties and makes critical safety related decisions for the Electric Department, Water/Wastewater Maintenance Department, Water Treatment and Wastewater Treatment Departments.

ACCEPTABLE EXPERIENCE AND TRAINING:
High school diploma/GED; Three (3) years of experience in utilities dispatch work to include use of multi-line telephone system and radio system; computer skills using various types of software to include Microsoft Word, EXCEL, Power Point and other software programs that are used in working with the day to day operations of a dispatch center and SCADA, work order, and outage management systems;
or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
TRAINING, CERTIFICATES AND LICENSES REQUIRED:
Ability to complete the following Water Training Coursework within 24 months of employment:
