      The Control Engineer reports to the Process Control Lead in the Technical Services Department of the San Francisco Refinery. The Control Engineer has accountability and responsibility for Control System Assets, Process Control Network, Hardware, Regulatory Controls, Advanced Regulatory Controls, HMI, and some APC Controls. The Control Engineer is an advocate for the best practices in the development, selection, implementation, maintenance and effectiveness of the Process Control Asset Base to ensure that company guidelines, policies, procedures, regulatory, production, and optimization objectives are met at the San Francisco Refinery.


      Responsibilities May Include:

      • Provides technical support to Maintenance, Operations and Technical Services departments to troubleshoot, analyze, and provide direction to safely resolve issues with the process control asset base, improve the quality of maintenance repairs, daily equipment operation, engineered modifications, and new equipment installations.
      • Ensures the reliability of process operations, graphics and controls through daily monitoring of control systems performance. This includes developing and implementing tools such as trends, histories, reports and displays to provide accurate and timely information to operations on process unit performance.
      • Identifies, develops, and implements new control configurations on existing systems.
      • Demonstrates alarm management expertise and leads reviews with stakeholders.
      • Supports process control systems hardware and software maintenance/upgrades, including on/off process migrations.
      • Supports the development and management of long-range plans for controls migrations for 5+ years.
      • Provides support for the MOC process to incorporate changes to the process controls asset base including control configuration/ programming, logic design/testing, graphics development, Alarm Management, and documentation.
      • Leads or participates in root cause analysis of process controls asset base equipment failures.
      • Provides support to maintenance and capital projects, including development of hardware and logic design, testing, graphics, commissioning, start-up and documentation.
      • Develops, recommends and manages the process controls asset base spare parts inventory for supported equipment/systems to reduce downtime and improve system reliability.
      • Supports the training of operators, craftsman and plant engineers on the functionality of the process controls asset base.
      • Communicates effectively with the Maintenance, Operations, and Technical Services departments, along with a wide range of personnel from various departments and divisions.
      • This position regularly interfaces and interacts with craftsperson, vendors, contractors, and plant supervisors on process instrumentation and control issues.
      • Responds to, independently evaluates, plans, and directs unexpected repair efforts during emergencies.
      • Participates in monthly Process Control and Human Centered Technology Network meetings

      Required Qualifications:

      • Legally authorized to work in the job posting Country
      • Bachelors’ Degree or higher in Engineering, Technology, or Science
      • Possess a strong desire to learn, strengthen and build skills, keep up with process control and network technology, and teach others
      • Experience with Honeywell TDC3000 Control Systems
      • Experience with Honeywell Experion PKS Control Systems
      • Experience with HPM and/or C300 Controllers
      • Experience maintaining Process Controls and Control Systems in relevant industry
      • Able to respond to off-hours support requests, including weekends and/or holidays for turnarounds and/or operational upsets
      • Maintain a valid US driver’s license

      Preferred Qualifications:

      • Masters’ Degree or higher in Engineering, Technology, or Science
      • 5 or more years of experience with Honeywell Experion Control Systems in a Refinery/Petrochemical facility
      • 5 or more years of experience with Honeywell TDC3000 Control Systems
      • 5 or more years of experience with Honeywell Experion PKS Control Systems
      • 5 or more years of experience with HPM and/or C300 Controllers
      • Honeywell ELCN/EHPM Control System Experience Honeywell Dynamo Alarm Management Experience
      • Demonstrated knowledge of industry standard networking protocols such as Honeywell Fault Tolerant Ethernet, Ethernet IP, Ethernet TCP/IP, MODBUS, OPC
      • Demonstrated knowledge of information management systems (PC’s, Firewalls, Switches, Routers, Servers, Operating Systems)
      • Participated in a lead or support role for an DCS On-Process Migration (OPM) Activity
      • Process Engineering Background
      • Instrument Engineering Background
      • Excellent leadership, planning, organizational and communications skills
      • Ability to complete complex assignments in a timely manner
      • Ability to meet project schedules and costs with minimal supervision
      • A self-starter capable of operating independently and as a contributor in a team/project setting

      The San Francisco Refinery processes a mixture of heavy, high sulfur and light sweet crude oil. Facilities include crude distillation, naphtha reforming, hydrocracking, hydrodesulfurization and delayed coking units. It receives California crude oil by pipeline, and both domestic and foreign crude oil by tanker. The refinery produces a high percentage of transportation fuels. It also produces CARB-grade gasoline. Other products include petroleum coke. The majority of the refined products are distributed to California by pipeline and barge. Additional refined products are also exported to Latin America by waterborne cargo.

      In 2022, Phillips 66 made a final investment decision to move forward with Rodeo Renewed, the project to convert its San Francisco Refinery in Rodeo, California, into one of the world’s largest renewable fuels facilities. The project, which recently received approval from Contra Costa County, is expected to cost approximately $850 million and begin commercial operations in the first quarter of 2024.

      Compensation

      The base pay range for this role is $123,500 – $ 152,250 depending on a candidate's relevant work experience and education.

      This position is eligible for the Phillips 66 geographic differential pay program. Details and terms to be conveyed in offer of employment.
