06/04/2025 - Implements District’s recruitment model to source, recruit, and pre-screen the highly qualified candidates for all types and levels of positions.
- Evaluates applicants' qualifications in accordance with established procedures and applicable laws and builds candidate pipelines with highly qualified applicants.
- Develops and maintains active relationships with trade schools, driver training programs, professional associations, and other recruiting resource organizations.
- Manages recruitment portfolio and all phases of the recruitment process.
- Monitors number of qualified applicants in area(s) of functional responsibility and recommends recruitment action.
- Maintains ongoing targeted contact with prospective applicants.
- Participates in recruitment and assessment center activities for targeted positions.
- Hosts in-house recruitment activities and travels to professional events, job fairs, and conferences to recruit top talent, and as needed.
- Facilitates the recruiting process for Transportation to implement best candidate attraction strategies to maximize recruiting results.
- Evaluates applicants' qualifications in accordance with established procedures and applicable laws and refers those best qualified for interviews.
- Monitors vacancies and works with hiring supervisors to fill Transportation positions in a timely manner.

- Participates in staffing allocation process in area(s) of responsibility to ensure accurate position control and forecast staffing need.
- Maintains regular contact with Transportation hiring managers to accomplish staffing goals and related personnel services.
- Processes a broad range of personnel transactions relating to promotions, demotions, reassignments, voluntary/involuntary transfers, position modifications, and related actions.
- Responsible for meeting established recruitment goals that align with the District’s recruitment model.
- Assists with identification, researches, innovates, and designs non-traditional sources and methods of attracting qualified applicants.
- Performs detailed analysis of staffing allocations for Transportation leadership and advises on allocation usage and staffing.
- Assists with compiling and reporting projections of staffing needs.
- Assists with identification of staffing trends and assists with implementation of individual staffing plan with hiring managers.
- Uses technology to collect data, analyze findings, and prepare reports to drive staffing efforts.
- Assists with development of and implements effective recruitment and staffing strategies; analyzes results and makes recommendations as needed.
- Compiles, maintains, and files related reports, records, and other documents required.
- Ensures compliance with Local, State and Federal employment laws.
- Stays abreast of State and Federal public policy changes that could impact the District.

Position Purpose
Administers the District’s recruitment model and staffing program to ensure selection and placement of qualified Transportation personnel; implements the district application and screening process and ensures that the district is represented as an attractive employer; maintains communication with new hires during the onboarding process; implements legally sound and effective human capital management programs, policies, and practices that achieve District and divisional goals.
