    • Provides leadership in planning, developing, and implementing a comprehensive multilingual learner (ML) program.
    • Stays informed of current research and state/national information regarding ML education to support best practices and lead district efforts for program improvement.
    • Recommends staffing and program improvements to district and school leaders.
    • Ensures compliance with both state and federal laws related to MLLs (multilingual language learners).
    • Collaborates with the district Testing Coordinator to ensure compliance with required testing.
    • Supports the use of state and district-wide performance-based assessments to inform instruction.
    • Works directly with ML coaches to ensure consistency of ML support across schools.
    • Develops and implements systems and structures to promote inclusion of MLLs in school and district programs.
    • Plans and delivers professional learning for ML program teachers, classroom teachers, and administrators.
    • Observes ML program teachers and provides constructive feedback for growth.
    • Reviews current curriculum, instruction and assessment materials and recommends improvements.
    • Consults and collaborates with district coordinators across various disciplines (e.g., ELA, math, assessment).
    • Refers students and families to appropriate special programs, specialists, and community agencies.
    • Title III Grant
      • Coordinates all tasks, processes, and procedures required to complete the needs assessment, professional development activities, budget requirements, and program supervision to complete and oversee implementation of the Title III grant.
      • Works collaboratively with district administration to plan for the effective use of Title III funds to increase the language proficiency of Multilingual Learners (MLs), to provide effective professional development, and to engage parents/guardians, families, and communities through various strategies.
    • Coordinates all tasks, processes, and procedures required to complete the needs assessment, professional development activities, budget requirements, and program supervision to complete and oversee implementation of the Title III grant.
    • Works collaboratively with district administration to plan for the effective use of Title III funds to increase the language proficiency of Multilingual Learners (MLs), to provide effective professional development, and to engage parents/guardians, families, and communities through various strategies.
    • Prepares reports and forms for program evaluation.
    • Participates in faculty and professional meetings and educational conferences.
    • Serves on relevant district and inter-agency committees and task forces.
    • Develops and monitors budgets and submits grant proposals, as needed.
    • Facilitates professional development on effective instructional strategies for MLs.
    • Collaborates with content area coaches and teachers to integrate language objectives into the district curriculum.
    • Collaborates with ML program and content area teachers to develop Newcomer Toolkits and programming.
    • Collaborates with ML program teachers and school leaders to strengthen parent and family engagement.
    • Analyzes student performance data to recommend program and instructional changes.
    • Selects, requests, and maintains an inventory of necessary instructional aides, technology, equipment, and supplies, ensuring safe storage and proper use.
    • Meets regularly with ML program district coaches and teachers to stay updated on state guidance.
    • Performs other related duties as required.
    • Master's degree in related area of discipline
    • At least five years teaching experience as a Multilingual Learner Program teacher; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
    • Valid South Carolina teacher certification to include MLP certification
    • Experience as a school administrator and/or instructional coach.
    • Detailed knowledge of both state and federal laws related to MLLs (multilingual language learners).
    • Evidence of ongoing personal professional learning.
    • Leadership roles on various committees and implementations.
    • Demonstrated knowledge of language acquisition and student-centered instruction and how these are utilized in the MLP classroom and/or when providing MLP services.
    • Evidence of the design and facilitation of professional learning with adults with an emphasis on language acquisition and academic growth for MLL students.
    • Evidence of leading or supporting a school or team in making data-driven decisions.
    • Demonstrated ability to coach adults to build their capacity and show instructional growth as a result.
    • Evidence of the ability to communicate and collaborate effectively with teachers, administrators, colleagues, caregivers, students, local and state leaders, and other stakeholders on issues related to multilingual language learner education.

      General Summary:

      Under general supervision of the Chief Academic Officer and the Executive Director of Teaching and Learning, provides leadership and coordination of the district's Multilingual Learner Program (MLP). Coordinates Title III for the district.

      Essential Functions:

      Minimum Education/Work Experience:

      • Master's degree in related area of discipline

      Knowledge of the policies, procedures, and activities of the school district which pertain to the specific duties and responsibilities of the position. Thorough and comprehensive knowledge of all aspects of multilingual learner programs. Knowledge of current trends in multilingual learner instruction. Knowledge of support systems available to students. Knowledge of referral processes for students in need of additional support. Knowledge of the records, forms and reports which must be prepared and maintained. Ability to maintain high standards of accuracy in exercising duties. Ability to anticipate work to be completed and complete work without the need for direct supervision. Ability to maintain confidentiality of employee and student records and information. Ability to provide guidance, direction and supervision to office professionals as assigned. Ability to demonstrate high level application of technology devices in the performance of daily activities. Ability to demonstrate proper maintenance, safe operation and utilization of equipment, materials and supplies used in daily activities. Ability to interact and communicate effectively with students, parents, teachers, administrators, colleagues and all other stakeholders involved in the activities of the job.

      Working Conditions

      Duties are performed in an office setting with no significant exposure to adverse environmental conditions. Physical demands are restricted to work requiring occasional lifting/moving of items up to twenty-five pounds. Local travel required; overnight travel may be required.

      Responsibility

      Budgetary and supervisory responsibilities as assigned.
