      What is the role?

      As an Executive Level AFP appointee you will ensure the achievement of outcomes are in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments.

      Appointees at the Executive Level work under the strategic direction of the senior executive and are responsible for the leadership and management of a number of teams to deliver outcomes.

      Appointees at this level require in depth knowledge and understanding of the AFP business and the impact of roles and functions undertaken in relation to the organisation’s reputation to effectively manage operations.

      An Executive Level role is responsible for leading and managing a team/s dedicated to delivering a business function to the AFP. The role has both a practical and strategic focus requiring the application of sound business principles in the management of resources to meet AFP outputs in the most effective and efficient manner.

      Executive roles within Property Command are expected to continue to deliver on the mission, vision and priorities of both the AFP and Property Command. Property Command has a dedicated vision: To plan, deliver and maintain sustainable facilities and environments that enhance organisational capabilities and support policing for a safer Australia.

      The priorities to deliver this vision are:

      • Investigate and plan long term property solutions
      • Influence property priorities and budgets linked to the Strategic Property Plan
      • Provide outstanding customer service and support to the AFP and partners
      • Build high quality, fit for purpose facilities based on value for money considerations
      • Deliver sustainable infrastructure solutions, and maintain facilities and environments
      • Prioritise, invest and support staff development and capability

      What will you do?

      Coordinators in Property Command are responsible for functions that deliver:


      • The planning, development and delivery of capital works projects, which align with Strategic Property outcomes and support AFP operations
      • Lead and manage the delivery of complex operational property requirements including high level contract management to deliver the AFP requirements under the Whole of Australian Government Property Services arrangements
      • Provide high level communication and engagement across the portfolio and the organisation
      • Identify, develop and plan the delivery of strategic property outcomes including the shaping of the property portfolio for the future

      The Coordinators contribute to the strategic direction of the AFP, and provide advice and briefings to AFP management on policy and corporate matters.

      There are multiple Coordinator roles within Property Command that address the lifecycle of buildings and leasing alongside communication and coordination elements.

      The Coordinators ensure the expenditure of capital funds meets Government value for money requirements, and best practice property outcomes, including building contemporary work spaces that consider future focused design and sustainability factors.

      The Coordinators must also ensure that the AFP is able to meet all of its statutory reporting and compliance obligations, in accordance with regulatory frameworks and the AFP Governance Framework.

      Reporting to Manager Property Command and in turn the Chief Financial Officer, the Coordinator roles are variously required to:

      • Understand and apply Commonwealth government Capital works processes and regulatory requirements.
      • Plan for future capital works including resource planning and ensuring an appropriate delivery capability is in place.
      • Maintain a strategic relationship with Department of Finance and Parliamentary Public Works Committee and oversee relevant approvals.
      • Negotiate risk minimising contracts for delivery of infrastructure works.
      • Co-ordinate and negotiate complex procurement activities for capital works.
      • Apply earned value and cost schedule control methods to all programs of work.
      • Maintain collaborative contracting relationships with contracted suppliers.
      • Lead innovative and forward focussed property solutions.
      • Lead, mentor and develop staff within their team.
      • Act as conduits of information from AFP Management to Property Command Team Leadership
      • Provide ongoing advice and support to the broader AFP on property projects.

      Essential Requirements

      Extensive knowledge and previous experience in managing teams across various property disciplines including one or more of the following elements:

      • Managing delivery of complex capital works projects.
      • High level, high value complex property operational contract management.
      • Property operations across significant portfolios.
      • Stakeholder engagement and collaboration with particular focus on change support.
      • Minimum NV1 security clearance (or the ability to obtain one).

      Desirable Requirements

      Significant Experience in:

      • Budget Management relating to property functions.
      • Construction Contract Negotiation and Management.
      • Complex Procurement.
      • Managing Internal and External Stakeholder Relationships.
      • Risk Management.
      • Communication and Change Management.
      • Ability to represent the AFP at a strategic level with external agencies and industry.

      Experience in the above will be beneficial.

      Selection Criteria

      The below core Executive Level selection criteria are applied when selecting for all Executive Level positions. When considering applicants, the Selection Panel will seek evidence of performance and capacity against each of the criteria.
