      Harris County is the third most populous county in the United States, and the County is an organization of over 17,000 employees employed in over 70 offices, departments, and agencies. Harris County’s Office of County Administration manages a cohort of over 20 County offices, departments, and agencies which are led by non-elected directors.

      Harris County Commissioners Court has adopted the following goals and accompanying goal statements to aid with clarifying the Court’s vision for the County. Goals relate to the following areas: justice and safety, economic opportunity, housing, public health, transportation, flooding, environment, and governance and customer service.       The County Administrator is responsible for implementing the vision, goals, policy objectives, and budgetary decisions of Commissioners Court, the governing body of the County. In addition to facilitating the implementation of the long-term strategic vision of the Commissioners Court, the County Administrator is responsible for coordination and oversight of the day-to-day operations for the offices and functions that sit within the Office of County Administration.

      Duties and Responsibilities:
      Relationship to Commissioners Court
      • Initiates, facilitates, and coordinates the development of and review of the Commissioners Court’s strategic goals and objectives to aid with clarifying the Court’s vision for the County.
      • Leads the implementation of the policy objectives and budgetary decisions of Commissioners Court.
      • Facilitates the communication on Court vision and decisions among County offices, departments, agencies, and Commissioners Court.
      • Meets with the Commissioners Court to advise the Court on the matters within designated areas of responsibility; to report on governmental activities; to receive assignments from the Court, and to advise, assist, and act as agent for the Commissioners Court on all matters required by the Court.
      • Timely inform and consult with members of Commissioners Court on matters of critical importance for County operations, including personnel decisions, emergency matters, new internal policies and procedures, and pending matters that will gain public attention.
      County Operations
      • Directs research that promotes efficiency, economy, or the public welfare in Harris County, and leverages that research to make recommendations to the Commissioners Court concerning any matter within the scope of the Court's authority; may require any County officer or head of any County office, department, and agency to report upon or assist in such research, studies, or investigations as directed by the Commissioners Court.
      • Makes high-level operational decisions (e.g., decisions to close County facilities), particularly between Commissioners Court dates or under emergency conditions.
      • Assists newly elected and appointed officials with their transition into office through training and interdepartmental support.
      • Serves as liaison between Harris County and other government entities, private sector groups, and non-profit organizations.
      Coordination, Oversight and Support of County Departments
      • Supervises and coordinates the administration and operation of all County offices, departments, and agencies on all matters over which the Commissioners Court has the responsibility and control.
      • Champions, directs, supports, and facilitates operationalizing the Commissioners Court’s defined goals and objectives by County offices, departments, and agencies to aid with ensuring successful implementation of the Court’s vision.
      • Directs the preparation of the annual budget; confers with the Office of Management and Budget and department heads on the budget and budget requests; recommends the total budget to the Commissioners Court; and, after its adoption, exercises continuous administrative control to ensure proper expenditures of authorized funds.
      • Ensures effective collaboration among County staff, including information sharing, setting shared goals, defining roles and responsibilities, and joint problem-solving.
      • Supports the dissemination of information within the County so that all County employees have a better understanding of the Commissioners Court’s strategic goals, objectives, programs, and the work of other departments and agencies.
      • Serves as appointing authority for certain department heads as specified by the Commissioners Court and is responsible for the operation of such administrative services as the Commissioners Court may determine; reviews and makes recommendations on appointments, suspensions, or removals from any office or employment with respect to which the Commissioners Court acts as appointing authority.
      • Works with Human Resources and Risk Management to recruit and retain the best possible workforce for the County.
      Other Duties
      • Serves as the County Budget Officer with the rights and responsibilities set forth in statute.
      • Serves as the Flood Control Manager with the rights and responsibilities set forth in statute to provide oversight of the Flood Control District. (A separate Executive Director retains the day-to-day operational duties and powers).
      • Performs such other services and duties as the Commissioners Court may direct; keeps the Court fully advised of all matters which may be pertinent to the discharge of the Court's responsibilities.

      Education and Experience:
      • Bachelor's degree from an accredited college or university, with academic course work which directly relates to the required knowledge and abilities required.
      • At least ten (10) years of relevant work experience, including public sector experience.
      • At least five (5) years of relevant experience in a senior managerial role, including public sector experience.
      • Significant experience with a large organization.
      Knowledge, Skills, and Abilities:
      • Advanced working knowledge of public policy; local government functions, programs; and best practices for county operations.
      • Experience leading and driving innovative and bold organizational change in a complex organization, tracking performance related to that change, reporting results, addressing roadblocks, etc.
      • Mission-driven, service-oriented, data-driven leadership and management experience.
      • Proven track record of improving justice and opportunity.
      • Demonstrated professional commitment to and track record of advancing diversity, equity and inclusion in operations and public policy design.
      • Excellent verbal and written communication skills.
      • Excellent managerial and interpersonal skills, with an emphasis on capacity for diplomacy.
      • Excellent organizational skills and attention to detail.
      • Excellent analytical, decision-making, and problem-solving skills.
      • Ability to direct organizational unit(s) that requires significant internal and external interactions.
      • Ability to exercise the judgment, decisiveness, and creativity required in situations involving the direction, control, and planning of projects, programs, and services.
      • Ability to schedule, organize, prioritize, and coordinate multiple work activities to meet deadlines.
      • Ability to operate with the highest level of ethics, integrity, and transparency.
      • Skilled in planning, implementing, improving, and evaluating programs, policies, and procedures.
      • Skilled in developing, administering, and managing budgets.
      • Skilled in planning, analyzing, and evaluating operational needs.

      • Master’s or other Postgraduate degree from an accredited college or university preferred.
