Partnership Development and Management
Establish and maintain relationships with academic, government, and non-profit institutions to identify, create, and execute opportunities for undergraduate and graduate students, particularly students from underrepresented and underserved communities, to participate in ocean exploration.
Work to identify new partnerships (internal and external) with a focus on encouraging and facilitating students from underrepresented and underserved communities to participate in the various internship and scholarship programs relevant to the NOAA Ocean Exploration mission.
Program Development and Implementation
Coordinate across NOAA Ocean Exploration and the broader NOAA agency to administer a process for identifying opportunities, creating new opportunities, selecting interns, executing program implementation, tracking demographics, and program evaluation.
Lead the design, planning, and implementation of career readiness, skill-building, and networking programming for OER interns and alumni in collaboration with partners.
Create and distribute program management and implementation resources such as management plans, mentor-mentee expectations guidance, guidance for internship application review, etc.
Serve as Program Representative and Contribute to Working Groups
Assist the NOAA Ocean Exploration education team in providing new and innovative content about ocean exploration for secondary and community college students and educators.
Serve as a NOAA Ocean Exploration representative on agency-wide education working groups such as the NOAA Student Opportunities Community of Practice.
Represent NOAA Ocean Exploration to the Ocean Exploration Cooperative Institute, providing collaborative input and leadership on student opportunities-related projects and initiatives.
Student Engagement and Mentorship
Address inquiries from students and the general public about how to get involved with Ocean Exploration and NOAA opportunities.
Provide career development mentorship to students interested in ocean science/exploration and/or participating in NOAA Ocean Exploration internship/fellowship programs.
Master’s degree in science, education, public administration, or a related field;
3 years of relevant program experience;
Or an equivalent combination of education and experience.
2 years of experience working with high school/college-aged students in a teaching or mentoring capacity and experience working with underserved communities.
Experience in ocean exploration or ocean sciences is preferred.
Advanced oral and written communication skills.
Skill in planning and conducting meetings and gathering resources for implementation.
Ability to coordinate among multiple organizations.
Demonstrated skill in program implementation.
Skill in applying qualitative and quantitative methods for assessment and improvement of program effectiveness.
Skill in identifying program opportunities and problems and devising plans for bridging gaps.
Skill in the use of administrative computer software.
Demonstrated skill in developing and maintaining partnerships with stakeholders.
Demonstrated skill in community engagement practices.
Ability to manage projects and outcomes of moderate to high complexity and impact.

Job Description Summary:
UCAR is excited to announce the job opening for the CPAESS Program Specialist III role. This position is responsible for leading and coordinating NOAA Ocean Exploration student opportunities such as the Explorer-in-Training Program, NOAA NOAA Ocean Exploration participation in agency-wide internship and fellowship programs, the Nancy Foster Scholarship, and the John A. Knauss Marine Policy Fellowship Program.
CPAESS serves the Earth System Science community in three distinct areas of service. We partner with federal agencies and businesses to hire critical scientific staff enabling a more robust workforce. Through our scientific programs we seek to edify new research with our postdoctoral programs, our visiting scientist and internship programs, along with our interagency support programs. We also help build the Earth system science community by convening and managing summer schools and institutes, conferences, and advisory committees.Position Details:
