      Overview:

      The CRA and HMDA Program Compliance Manager reports to the Fair Lending Officer within M&T Bank’s Compliance Risk Management Department and is responsible for overseeing and executing the bank’s CRA and HMDA program compliance oversight (including compliance program, compliance advisory, data collection, data integrity and data submission functions) to ensure the Bank remains compliant with applicable laws, rules, regulations, guidance, and best practices. This position will oversee a team of compliance professionals and requires both subject matter expertise in federal and state laws, regulations, rules, and guidance related to CRA, HMDA, Regulation B, data collection, etc., as well as working knowledge of bank products, services and business operations for retail, consumer, business, and commercial lines of business.

      Successful candidates will be able to maintain an understanding of business strategy, business processes and associated risks with respect to areas of the bank with CRA program and data reporting responsibilities. They will also be able to effectively build cross-functional relationships throughout the organization and collaborate across many lines of business and bank divisions, as well as Technology, Legal, Risk, Internal Audit and Compliance Risk partners to manage, escalate and remediate compliance risk.

      Primary Responsibilities:

      • Responsible for the development and implementation of a bank-wide approach to second line risk management oversight and monitoring program to ensure compliance with CRA program and CRA, HMDA, Small Business, and other data collection requirements, focusing on identifying, managing, escalating, and remediating these compliance risks.
      • Provide compliance expertise, consultation, and advisory support on CRA program and CRA, HMDA and other data collection requirements, including effective challenge and guidance on compliance risks for line of business initiatives and ongoing activities.
      • Monitor regulatory and industry updates, best practices and emerging risks and advise line of business partners to improve and/or develop appropriate monitoring, controls, and risk management activities in response to regulatory change related to CRA, HMDA and other data collection requirements as well as CRA program administration.
      • Assist with development of written policies, procedures and ongoing training materials related to compliance oversight of CRA, HMDA, and data collection requirements to efficiently and effectively prepare the bank for a successful CRA examination.
      • Perform annual and ongoing risk assessments for CRA program and CRA, HMDA and other data collection requirements and support analysis and reporting of related risks, including changes to the bank’s risk profile, risk metric development and performance tracking, monitoring/testing results, findings and remediation plans, peer benchmarks and current and emerging risks.
      • Support implementation activities for CRA Modernization across the enterprise.
      • Oversee CRA, HMDA, and business data collection, data analysis and first line quality control monitoring to ensure accurate data collection and reporting to the government.
      • Utilize data analysis and monitoring techniques to perform second line oversight monitoring, quantify and assess potential risks, weaknesses, and gaps for remediation.
      • Maintenance and management of CRA and HMDA Reporting systems.
      • Effectively communicate the results, conclusions, and recommendations of compliance reviews, monitoring and testing to senior and business line management.
      • Escalate compliance risks and issues, and collaborate with compliance, risk, legal and line of business partners to implement appropriate and effective action plans to remediate identified risks.
      • Lead, direct and support a high performing team; oversee professional development of staff to support departmental succession planning.
      • Liaison with CRM departments as appropriate in the execution of CRM program components.
      • Assist in the coordination of audit and state and federal regulatory exams, including the preparation of written responses, verbal discussions, and follow-up on issues and observations related to fair lending and other matters under scope of responsibility.
      • Present to various levels of committees and working groups across the Bank.

      Supervisory/ Managerial Responsibilities:

      Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations

      Experience and Education Required:

      Bachelor's Degree in related field.

      8 years’ experience in compliance, legal, audit, risk or other relevant function,

      OR in lieu of degree,

      A combined minimum 12 years higher education and/or work experience, including 8 years in compliance, legal, audit, risk or other relevant function

      Minimum of 4 years managerial or supervisory experience

      Preferred Qualifications:

      3-5 years of CRA Compliance program administration or compliance experience with strong knowledge of CRA, fair lending/fair banking and a focus on program building, risk management and controls, including experience with CRA and HMDA data analytics tools. Strong collaboration/cooperation skills. Strong oral and written communication skills. Attentive to deadlines and detail. Effective decision-making and problem-solving skills.
