      The purpose of this position is to be responsible for the safe and efficient operation of concrete maintenance equipment and light and heavy vehicles on assigned projects or activities of a public works nature. The position requires manual labor, which will be completed alone or as part of a crew. You will perform a variety of manual tasks and activities, i.e., eliminate hazardous conditions, prevent interference with traffic, traffic signals, traffic signs, and underground utility lines, and clean and service equipment, vehicles, tools, and work areas. Inspects vehicles for required supplies, materials, and equipment. Observe and follow safety procedures and precautions at work sites. Report to work during all significant weather events or random incidents. This position is designated among essential personnel and reports to work during all significant weather events or random incidents. -Direct Supervisor: Stormwater Foreman
      1. Generates monthly performance reports, develops and maintains various records and reports, utilizes computer system or tablet for work orders, memos, reports, and other correspondence as required, and prepares daily team performance reports.
      2. Investigate work requests and make recommendations regarding the type of work to be performed. Plans and organizes the job, ensuring sufficient resources and materials are available. Plans the layout of construction, installation, or repairs.
      3. Maintain records and prepare daily team performance reports. Supervises and coordinates the work activities of assigned staff; assigns work, monitors the status of work, and inspects completed work; participates in and provides input in staffing decisions, discipline, and promotional opportunities; evaluates performance; mentors staff; and aids with career development.
      4. Inputs, manages, and utilizes inspection and other data and communications using the City Works database and Geographic Information System (GIS).
      5. Concrete form, concrete repair, utility cuts, level ups, curb, and gutter repair damage to concrete, rock, and drainage systems.
      6. Functions in a leadership and supervisory role onsite; assigns and reviews work of team members and trains personnel. Identifies hazards to determine if the job can be performed safely; conducts required safety checks. Maintains a safe work area, including; placing and removing cones, barricades, warning devices, and/or directing traffic at work sites to ensure the safety of the work crew and public; cleans up work sites upon completion of the job; picking up all tools and equipment; secures the job site if returning later; washes vehicles and equipment as needed; cleans up shop areas; maintains tools and equipment in safe and operable conditions; safe use, mix, and dilute all chemicals according to direction labels; and when operating motor vehicles, observe safe driving principles and practices.

      OTHER JOB FUNCTIONS :
      1. Fill in the absence of a foreman to manage crews.
      2. Maintains assigned equipment and notifies the Foreman of needed repairs.
      3. Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or courses as directed.
      4. Performs other duties and functions as assigned, required, or directed, or which are necessary, readily apparent, or related to other duties and responsibilities.
      KNOWLEDGE, SKILLS, AND ABILITIES :

      1. Knowledge of materials, methods, and tools involved in constructing highways, road curbs, and gutters. As well as knowledge of design techniques, tools, and principles involved in the production of precision technical plans.
      2. Knowledge of how to safely operate, but not limited to gas-powered jackhammers, tampers, saws, backhoes, grade all, 1- or 2-ton trucks, mini and large excavators, off-road vehicles, skid steers, chain saws, or woodchippers.
      3. Safely and correctly apply road construction and maintenance techniques. Safely operate light and heavy road maintenance and construction vehicles and equipment.
      4. Adherence to the personal protective equipment (PPE) policy and maintaining individually provided PPE in a functional condition. All uniforms and PPE should be clean and equipped when scheduled to work.
      5. Attend shifts in accordance with company policy. This position is subject to responding to emergencies after normal working hours. Occasional overtime is required. Ability to be flexible with last-minute schedule changes, location changes, and shift time changes.
      6. Establish and maintain effective working relationships with City employees and officials, representatives of outside agencies, and the general public. Communicate effectively through both verbal and written means, including conveying and following instructions and providing information to the public.
      7. Understand and follow instructions and communicate effectively, as required.
      8. Knowledge and adherence to all applicable State and Federal laws, local ordinances, City and Departmental policies, procedures, rules, and regulations. Knowledge and adherence to the Texas Motor Vehicle Code and other codes, laws, and statutes relating to the given position.
      9. Hands-on experience with Microsoft Suite, Database management, and web applications.
      10. Endeavors to continuously improve the services provided to the citizens of Tyler.
      Physical characteristics: The job requires to be able to twist and kneel for up to 6 hours daily: bend, turn, climb, crouch, and crawl up to 2 hours daily; stop for up to 3 hours daily; walk, sit, and stand up to 4 hours daily; grasp objects up to 8 hours daily, lift and carry up to 80-lbs., push or pull up to 20-lbs., grasp up to 8-hours. May be exposed to vehicular traffic and must follow all maintenance of traffic (MOT) procedures.

      Environmental factors: This is an essential department. All staff will be called to SERVE during storms, catastrophes, emergencies, or as otherwise needed. The physical ability to work under temperature extremes and for extended hours of time. Working within confined spaces can be necessary for some tasks. Working in the proximity of light and heavy machinery. Education and experience -- Must have a High School diploma/GED or equivalent or obtained within one (1) year of hire. Must have five (5) years of experience and full working knowledge of concrete, curb and gutter, valleys, or streets, and/or general construction, all while using the proper equipment and tools., one-ton flatbed truck, backhoe, mini-ex, dump truck, forklift, skid steer preferred. Any equivalent combination of education, experience, or training that has prepared the incumbent to perform the position's essential duties.

      Must have a valid Texas Class “C” Driver’s License and good driving record throughout employment. Texas Class “B” Commercial Driver’s License with air brake endorsement preferred.
      Must have a strong work ethic and manage time to meet deadlines effectively.

      The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
