Job Description

- Assist in site management, ensure timely entry and return of hits and traces.
- Bring additional agencies into the process of NIBIN and e-Trace.
- Coordinate and conduct presentations and training to agency officials;
- Perform Site Surveys at ATF and NIBIN Partner sites as needed.
- Provide liaison support outside the office as required;
- Assistance with NIBIN MROS Compliance and Audits.
- Interview and convey the results in written form.
- Assist Special Agents and NIBIN law enforcement partners with
- Entering, modifying, updating and retrieving data in various computer applications, spreadsheets, reports, etc.
- Gathering of crime reports.
- Performing NIBIN hit analysis.
- Creating link charts for investigative lead purposes.
- Utilizing NESS for daily entry of local RMS event information associated with ballistic evidence entered into NIBIN, review and triage results, and report on success stories.
- Compiling all data necessary to provide ATF with actionable law enforcement investigative leads.
- Coordinate the results from crime gun intelligence with:
- ATF Field Divisions - Field Intelligence Groups.
- Local law enforcement intelligence.
- Designated authorities.
- Coordinate collection of crime gun intelligence from surrounding agencies.
- Distribute unconfirmed hits.
- Assist in quality control, ensure that casings are properly entered, and traces are properly conducted.
- Utilize crime gun intelligence to identify high value targets; merge NIBIN hits, tracing results, multiple sales, NICS and local intelligence to identify high value targets.
- Distribute crime gun intelligence to the proper authorities.
- Track and document the results of leads provided from crime gun intelligence.
- Handles, operates and test fires a variety of firearms and ammunition following all safety procedures, if approved.
- Facilitate the restoration of obliterated serial numbers and ensure that those firearms are traced.
- Triaging cartridge casings for entry into Integrated Ballistic Identification Systems (IBIS).
- Assist in data collection and:
- Enter evidence into Integrated Ballistic Identification Systems (IBIS);
- Perform image and correlation reviews;
- Conduct comprehensive tracing.
- Gathering of gun traces for entry into eTrace.
- Entry of traces into eTrace.
- Ensuring data conformity with recognized procedures and protocols, including accuracy of trace information.
- Analyzing eTrace data for firearms trafficking.
- Conducting Trace Analysis of documented trends.
Eagle Harbor, LLC, a subsidiary of Three Saints Bay, LLC and a Federal Contracting Leader is seeking a Crime Gun Intelligence Specialist Level III to support the NIBIN Program.
Position Overview:
The CGI Specialist assist in identifying armed violent criminals and members of violent gangs and criminal organizations who are involved in shootings, violent criminal activity, or firearms trafficking which require investigation. Specialists are needed to support NIBIN sites with the timely entry of ballistic evidence into NIBIN and, on the back end, assist in pooling intelligence across NIBIN results and other sources to quickly prepare leads for investigators. Specialist are required to perform a series of duties that include analyzing, drafting reports and sharing information to assist colleagues in development of crime gun intelligence; correctly identifying and tracing firearms through the ATF e-Trace system; utilizing NESS for daily entry of local Record Management System (RMS) event information associated with ballistic evidence entered into NIBIN; reviewing results; and reporting on success stories.

Experience:
It is preferred that candidates have a minimum of five (5) years investigative experience with local, State, or Federal law enforcement. They must possess the ability to work with and coordinate the efforts of local, State, and Federal law enforcement; to plan and complete complex projects and present those plans and projects to a group; and to identify and overcome obstacles to those plans.
Education:
Minimum Education is bachelor’s degree from an accredited college or university, or possession of an equivalent combination of formal education, work experience and on the job training,
