      Salary Information: $69,991.74 - $82,424.16 annually. (2024 rates of pay)

      Effective Date: April 15, 2016

      Overall Purpose

      • Under the supervision of the Supervisor Criminal Intelligence Monitors, the Criminal Intelligence Monitor is responsible for monitoring, transcribing, and translating intercepted audio and video communications as assigned.
      • Provide other services to projects requiring intercept expertise in support of criminal prosecutions and public and officer safety.

      Major Responsibilities

      Monitor, summarize, transcribe, and translate intercepted audio and video data as assigned:

      • Ability to provide data entry and transcribing services for investigative units.
      • Proficiency in computer software, including word processing, spelling, and grammar, to accurately transcribe information from statements and investigative materials and prepare related documentation.
      • Skilled in using computer software (Microsoft Suite) with strong typing and keyboarding abilities for transcribing statements. Familiar with police terminology.
      • Excellent listening and analytical skills for accurately gathering information and transcribing statements and data verbatim from various sources.
      • Effective oral communication and interpersonal skills, along with composure, to convey timely and often sensitive information.
      • Ability to obtain and clarify information, receive direction, and accept feedback on work products.
      • Critical thinking, analytical, and reasoning skills to adapt to unforeseen demands and shifting priorities when handling multiple requests.
      • Identify and select information of interest, determine priority of messages, and provide it to the Investigator / Project Coordinator.
      • Collaborate with other Monitor Transcribing Staff to correlate and synthesize data / information for reporting purposes.
      • Identify relevant information from interceptions and make recommendations on selection of material to be brought to the attention of Investigator.
      • Maintain professional composure to convey relevant information to project members including the Project Coordinator and Investigator, some of which may be extremely sensitive and / or emotionally disturbing in nature and require immediate communication.
      • Work in accordance with established monitoring and transcribing procedures, Provincial and Federal Human Rights legislation, the Canadian Criminal Code, and other relevant statutes.

      Provide other services to OPS led and externally led projects requiring intercept expertise in support of criminal prosecutions and public and officer safety.

      • Work in partnership with other OPS units to ensure critical information is relayed in a timely manner while maintaining necessary confidentiality.
      • Abide by requirements set out in a Judicial Authorization, OPS Policies and any special instructions from CISO and the Department of Justice.

      Job Knowledge

      Working knowledge of:

      • Street and social media slang to understand the context of intercepted conversations by phone or text.

      Hours of Work

      The incumbent is required to work hours commensurate with a 24 / 7 shift schedule in order to meet operational requirements of the section, between days, afternoons ,evenings and/or nights (including Statutory Holidays).

      Effort and Working Conditions

      • Visual – frequent use of computer screen while keyboarding for long periods of time.
      • The incumbent must be able to work shifts as designated in the “Hours of Work” section of the job description.
      • The candidate must possess audio acuity to a level that ensures the functions of the position can be completed.
      • Frequent monitoring of communications requires increased auditory concentration to isolate communications from background noise and static and transcribe conversations verbatim, identify voices, and understand what is being discussed in context of slang used and recent investigation related occurrences, wear headphones for majority of shift.
      • Must maintain high levels of concentration to ascertain relevant information as well as maintaining preparedness and alertness for live monitoring during periods of inactivity.
      • May be required to rapidly summarize conversations and to perform simultaneous activities, e.g., recording and summarizing live interceptions while communicating with Lead Investigator.
      • Performs work in a criminal monitoring environment; high security; in a locked room with restricted access.
      • Listens to interceptions that are sometimes comprised of disturbing graphic content and discussions about same (abuse, suicide, homicide).

      Desired Qualifications

      Fluency in French or other languages (subject to project requirement).
      Previous monitoring experience.
      Experience resolving technical problems with equipment such as malfunctions and poor sound quality.

      Knowledge of:

      • Section 183, 184, 185, and 186 of the Canadian Criminal Code which pertains to the interception of private communications.
      • Recording equipment to record conversations and maintain equipment.
      • Intercept system to access the recorded conversations and transcripts for summarizing.
      • Information logging and cataloguing procedures within restrictions of the Intercept system.
      • How to properly structure transcripts and technical briefs for court use.
      • Tracking system to activate and operate for recording purposes.

      Extensive knowledge of rules and restrictions of authorizations that govern the activation and deactivation of video recording equipment.
