  Job Overview

  Performs inspection of installation for backflow prevention devices, and repair, and enforces construction in compliance with state and county codes. Lead inspector reviewing and interpreting approved plans and specifications.

  $56,451 - $98,841

  Ideal Candidate

  The candidate should be detailed-oriented and safety-conscious with foundational knowledge of plumbing systems and water distribution practices. They demonstrate a strong understanding of cross-connection control principles and the importance of protecting public water supplies from contamination. This individual has the ability to read and interpret construction plans, plumbing codes, and regulations, and is skilled in conducting inspections and field investigations with accuracy and integrity. A successful candidate is dependable, possesses strong communication and customer service skills, and can work independently in the field while maintaining accurate records. Possession of, or the ability to initially obtain a Provisional Plumbing Inspectors License and subsequently a Standard Plumbing Inspectors License is essential.   Tier 1

  Duties and Responsibilities Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below. Inspects new installation and existing projects to ensure backflow prevention devices are in compliance with State and County codes, laws, and ordinances, and signs permits giving final approval. Issues notice of non-compliance where work is not in compliance with the Florida Building Codes and Hillsborough County Construction Ordinance. Makes routine and periodic inspections of assigned area to check for violations and hazardous conditions. Investigates complaints of defective building and trade installations and reports findings and recommendations to appropriate staff. Inputs and retrieves data in researching violations and scheduling inspections. Explains and interprets applicable codes and regulations to contractors and property owners. Reviews construction plans and specifications for compliance with Florida Building Codes and Hillsborough County Construction Ordinances. Performs other related duties as required.

  Job Specifications Knowledge of State and local codes and laws governing building codes that relates to backflow prevention. Knowledge of inspection methods and procedures. Knowledge of OSHA construction site safety requirements. Knowledge of applicable County and office policies and procedures. Ability to read and interpret plans diagrams, blueprints, and specifications. Ability to work effectively with others. Ability to communicate effectively both orally and in writing. Ability to prepare reports and maintain records. Ability to use a computer and related software. Ability to maintain current certifications. Ability to properly and safely operate a motor vehicle.

  Physical Requirements Ability to bend, stoop, kneel or crouch in confined spaces. Tasks require infrequent exposure to adverse environmental conditions. Work Category Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

  Minimum Qualifications Required Graduation from high school or possession of a GED certificate; and possession of Standard Inspector License issued under Chapter 468 of the Florida Statutes; (Employees hired based on qualifications listed below must obtain a Standard Inspector license in the applicable trade within 12 months of hire or prior to the expiration of the provisional license not to exceed 24 months from date of hire.) OR Graduation from high school or possession of a GED certificate and successful completion of a State of Florida Building Code Administrator and Inspector Board (BCAIB) approved vocational training program in a related construction field; and must obtain within six months of hire a provisional license as a Standard Inspector in the applicable trade; OR Five years of experience in applicable construction trade or related field inspection or plans review, and must obtain within six months of hire a provisional license as a Standard Inspector in the applicable trade; OR An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted above; and must obtain within six months of hire a provisional license as a Standard Inspector in the applicable trade; AND Possession of a valid Florida Driver’s License.

  Emergency Management Responsibilities

  In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

  Career Progression

  Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
