- Develops and applies solutions to complex problems which require the regular use of ingenuity, creativity, and competency in Early Childhood/PreK and Head Start.
- Interprets data, analyzes results using statistical techniques and provides ongoing reports. Identifies, analyzes, and interprets trends or patterns in complex data sets.
- Determines the type, scope, and purpose of analyses through discussions with management. May lead a team in the effort. Works with other analysts and management to complete assigned project work.
- Assists with the analytical agenda for the Early Childhood/PreK team by identifying and reporting on key measures of success for district priority areas. Maintains the metrics dashboards for Early Childhood/PreK priority areas and ensures the most strategic metrics are reviewed frequently.
- Deals with complex problems and provides solutions that are innovative and ingenious, achieving quality and work process improvements. May ensure that the workgroup’s goals and activities are in synch with and support the broader goals and objectives of the organization/department; and that the execution of responsibilities is in accordance with lawful and ethical standards.
- Draws insights into potential issues or opportunities for improvement based on data analysis and metrics.
- Works in collaboration with the Head Start Director to complete the Annual Report, Community Assessment, Program Information Reports, and Program Summary.
- Works in collaboration with the MSCS DIAM team to ensure the Early Childhood dashboard data is up to date and aligned to support program data collection.
- Design and create all the program surveys.
- Manage Early Childhood Data Library
- Directs and assists in the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned services, activities, and operations; provides for appropriate research and compiles reports, as needed.
- Performs other related duties as assigned or directed.
- Strong analytic and problem-solving skills, with the ability to swiftly and accurately understand complex data and perform analysis.
- Skill in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in an easy-to-understand manner and present to a broad audience.
- Strong written and verbal communication skills
- Ability to tackle the operational challenges of the merged school district in a complex, changing political and educational environment.
- Ability to manage daily administrative tasks without losing sight of long-term goals and planning.
- Ability to draw insight from analysis output.
- Strong analytical skills, including expertise in statistical software and Excel, and ability to communicate data effectively.
Purpose and Scope
The incumbent delivers at a high level of competency within the Division of Early Childhood/PreK. The incumbent assesses and performs analysis on data and prepares data to facilitate the continuous improvement functions of the Early Childhood/Pre-K Department. Responsibilities require an understanding of both theory and practice.

Essential Job Functions
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor's degree in public administration, Statistics, Mathematics, Human Resources, Business Administration, or a closely related field plus a minimum of Three (3) years of related job experience required, or equivalent, for a total education/experience of seven (7 years.
Degree Equivalency Formula:
Bachelor’s Degree= 4 years plus required years of experience.
Master’s Degree=6 years plus required years of experience.

Physical Requirements and Working Environment
Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.
Unavoidable Hazards: The position is exposed to no unusual environmental hazards.
Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
