Job Description
- Req#: 3999306
- Receives and prepares data for exchange with public health and health care agencies.
- Conducts timely troubleshooting and error resolution to ensure data flow.
- Works closely with healthcare providers and local, state, and federal agencies to exchange public health data.
- Facilitates electronic case reporting (eCR) onboarding and data validation to improve timeliness, completeness, and quality of case reporting of reportable conditions.
- Ensures that Electronic Lab Report (ELR) and Electronic Case Report (eCR) messages are being received and meet local, state, and federal requirements for the purpose of case investigation and surveillance.
- Collaborates with Epidemiologists and case investigators to author reporting specifications in the Reportable Conditions Knowledge Management System (RCKMS) to ensure rules are set for which eCR documents are routed to TCPH.
- Monitors the Electronic Message Staging Area (EMSA) for the disease management system EpiTrax to ensure proper ingestion of electronic lab and case reports.
- Assists in identifying and implementing opportunities for data exchange and interoperability of public health data systems.
- Maintains high level of knowledge of current public health and population health informatics applications, trends, and changes in various health information technologies.
- Performs all other related duties as assigned.
The Public Health Data Exchange Analyst works across multiple internal divisions and program areas to provide support for interoperability and reporting needs. The Data Exchange Analyst transforms and synthesizes information from a variety of sources and formats to enable accurate and timely reporting and messaging.

TO APPLY, must have a Bachelor’s degree in Public Health, Epidemiology, Informatics, Biostatistics, Data Science, or a related field + Two (2) full-time years of work experience in a public health, healthcare, or hospital setting
OR
TO APPLY , must have a Bachelor’s degree in Public Health, Epidemiology, Informatics, Biostatistics, Data Science, or a related field + One (1) year of graduate study towards a Master's degree (30 semester hours) + One (1) full-time year of work experience in a public health, healthcare, or hospital setting
OR
TO APPLY , must have a Master ’s degree or higher in Public Health, Epidemiology, Informatics, Biostatistics, Data Science, or a related field. Master’s degree highly preferred.Experience in a health-related field with knowledge of disease investigation protocols, interoperability, reporting procedures, and data exchange required.
Experience with XML and HL7 standards and development is required.
Knowledge of HIPAA and Promoting Interoperability requirements is required.
Knowledge of programs used for data processing and analysis (e.g. R, Python, SAS, etc.) is required.
If hired, must provide proof of educational attainment
