      This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division of Policy and Data, Data Management and Analysis Branch, Data Collection and Technical Assistance Team. This position is 100% virtual and the US location is negotiable after selection. Work sites outside of the U.S. are prohibited. Your salary will be based upon the locality pay of your work site after selection.

      Duties


      As a Data Scientist, you serve as a senior advisor to leadership at the Division and Branch levels in collecting, analyzing, and interpreting unique and highly specialized data sets that contain information that can inform Bureau decisions regarding programs or business operations.

      Your major duties include:

      • U. S. Citizenship is required.
      • Males ages 18 through 25 must be registered with the Selective Service.
      • PHS Commissioned Corps applicants must submit current personnel orders.
      • This position has an education requirement - Must submit transcripts.
      • A one year probationary period may be required.
      • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

      Qualifications

      OPM basic requirement for all Data Scientist 1560 series positions as stated below:

      A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the bachelors level) that is appropriate for the position.

      OR

      B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

      NOTE: A copy of your unofficial transcript (or foreign education equivalency) that verifies you meet the education requirement must be included in your application package by the closing date of the announcement. If meeting the basic requirement based in whole or in part on experience equivalent to a major as stated below, your resume must clearly demonstrate the periods of time (month/year).       MINIMUM QUALIFYING SPECIALIZED EXPERIENCE
      is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

      GS-12: In addition to the basic education requirement above, to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

      Examples of minimum qualifying specialized experience equal to the GS-11 level includes performing the following types of tasks on a regular and recurring basis:

      1.
      Reviewing and analyzing public health data using statistical techniques and statistical software (e.g., SAS, Tableau, etc.) including documenting results of the analysis.

      OR

      2.
      Using data management software such as SQL to read and update data on a database or retrieve data from a database.

      GS-13: In addition to the basic education requirement above, to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

      Examples of minimum qualifying specialized experience equal to the GS-12 level includes performing the following types of tasks on a regular and recurring basis:

      1. Using statistical analysis techniques (such as multivariate modeling) using programming languages (such as SAS and SQL) and/or business intelligence tools (such as Tableau, etc.) to clean, manage, analyze, and/or visualize large, complex datasets.

      AND

      2. Translating technical statistical information through data visualizations and/or reports to consult and advise non-technical audiences to improve decision making for public health programs.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
