      Overview

      The Child Development Division within the Department for Children and Families is hiring a Senior Quality Control Specialist.

      The Senior Quality Control Specialist for the Child Development Division’s (CDD) Child Care Financial Assistance Program will be the primary contact for the program’s eligibility and payment integrity components. Incumbents generally operate with considerable independence of action, and conduct portions of case reviews in the field.

      Work is performed under the general direction of CDD's Child Care Benefits Program Administrator. All CDD staff perform their respective functions with the goal of ensuring that the division’s work is client-centered, supports equitable outcomes, and is high-impact. This is a hybrid office-based/remote position based at the Waterbury State Office Complex, although staff have the option of working on-site full-time.

      Key responsibilities of this position will include:

      Gathering and analyzing statistical data to identify error prone policies, procedures, and case situations.
      Process and procedure development for reducing and eliminating errors related to eligibility determinations and payments.
      Reviewing the work of QC Specialist staff, training new QC Specialist staff, and being the point person for QC staff members’ ongoing training needs.
      Identifying suspected fraud, referring cases to the QC Specialist for follow up, and completing a portion of full-field investigations with written reports on findings.
      Monitoring provider claim entries, payroll records and recoupment activity.

      Applicants for this position should ideally have the following knowledge, skills, and abilities:

      Extensive knowledge of public benefit programs, including the philosophy, eligibility criteria, and benefits available.
      Preferred experience with the Child Care Financial Assistance Program.
      Knowledge of various social, cultural, economic, psychological and emotional factors influencing the behavior and attitudes of families and individuals receiving public assistance.
      Professional experience supporting diversity, equity, and inclusion (DEI) initiatives or goals.
      Ability to perform job duties within the framework of the three key practices of the Child Development Division: to do work that is client-centered, that supports equitable outcomes, and that is high-impact.
      Knowledge of the principles and practices of social casework.
      Ability to conduct mutually informative interviews, using standard investigation interviewing techniques and human relations skills.
      Ability to comprehend and apply complex instructions and program regulations.
      Ability to be organized and to prepare clear and comprehensive written reports.
      Ability to complete financial analysis and prepare benefit program budgets.
      Ability to maintain a supervisory level of knowledge and expertise for all programs and QC work.

      Environmental Factors

      Duties are performed in a variety of settings including district offices and client's homes. Considerable travel may be required and incumbents may be required to use either a state-provided vehicle, rental vehicle or a private means of transportation. Incumbents may encounter reluctance or resistance from clients or other individuals in providing necessary information. Incumbents must be able to work within tight time limits and under considerable stress while dealing with hostile/angry clients.

      Minimum Qualifications

      Two (2) years or more experience as a Quality Control Specialist.
