      Job Description

      Under the direction of the Vice President of Academic Affairs, the Dean of Liberal Arts and General Education sets the vision and is responsible for the following departments: Communication, Computer Science,

      Developmental Education, English, Fine Arts, Social Sciences, Humanities, mathematics, Reading, and World Language programs. The dean provides day-to-day management and strategic leadership for topics associated with the above instructional areas, such as: academic and strategic planning, assessment and curricular mapping, course/program articulation, scheduling, faculty/staff mentorship, evaluation and professional development, academic program review, budgeting, continuous quality improvement, and pedagogical innovation. This position provides direction for the area of related curricular and co-curricular arenas. The dean serves in a leadership capacity on the RCTC Academic Affairs Cabinet and Presidents Management Team. This position also interacts and coordinates curricular and related efforts with secondary institutions, the Minnesota State system, and other Higher Education partners. As a part of the College's academic leadership team the dean works with community organizations, business and industry, workforce development and other entities to understand and address local and regional education al and workforce needs.

      Responsibilities

      • Provide leadership, vision, direction and supervision of assigned personnel, programs and disciplines. Collaborate with faculty and staff to offer innovative curricular and co-curricular offerings to ensure academic excellence and vitality. Develop sound rapport and working relations with all key constituents. Responsible for participating in college strategic and academic planning, to set academic vision, direction and priorities . Work with faculty and staff to create environments that foster and enhance student success. Advocate for the needs of RCTC students, faculty and staff. Serve as the administrative lead on search committees for divisional hiring processes . A ctively participate in s tate and national e ducat ional c onferences and monitor program outcome data for identifiable trend analysi s. Work with RCTC leadership to keep current institutional policies. W ork with the P resident’s C abinet in setting annual budgets for academic areas in the division . Review program/discipline data and recommend revision , program expansion, new program development, suspension and /or closure of existing programs based on need s analysis , enrollment data, financial viability and other factors. Responsible for hiring recommendations, orientation, training and development, performance evaluations, administering collective bargaining agreements, and compliance with the Minnesota State system , state and f ederal policies, rules and regulations related to personnel management. P rovide leadership for maintaining program standar ds as required by system, state and national regulatory bodies as appropriate . Work with faculty to implement and facilitate effective advisory committees to maintain relevant program /discipline offerings .

      • Seek and establish partnerships to meet division and college outcomes. Collaborate with Minnesota State system partners to enhance educational offerings . I mplement and maintain education transfer pathway s where applicable . Collaborate with area high schools and post-secondary institutions, business/industry , and government agencies to develop educational programs and maximize resources. Actively s erve on advisory boards for all programs /disciplines to ensure programming meets needs of constituents . Partner with dean s across the state to promote a cohesive statewide approach to education . Collaborate with other departments to encourage multi-disciplinary approach to education . Meet with EVPAA, foundation staff, alumni, business leaders, and other potential financial supporters to help develop new ways to grow and further develop the division.

      • Guide, evaluate and administer program / discipline cu rriculum in collaboration with faculty. Maintain a systematic review process for changes in program/discipline curriculum. Lead the division in regular assessment and evaluation of class, course, program, division and college learning outcomes . Monitor and assess the need for day, evening, weekend , hybrid, online and other instructional modalities to maximize student success , retention and completion . Work with program , department and division faculty to develop new and revised curricular offerings and services for the division . Pro vide guidance for and implement alternative options for degree completio n ( e.g. credit for prior learning, PSEO, co ncurrent enrollment, and articulations).

      • Working with area Program Leader/Division Coordinators , f acilitate the development of and approve course schedules for each academic term to best meet student needs . In conjunction with program / discipline faculty , m anage practices related to successful progression of students . Assist in guiding students to the appropriate coursework for successful completion of their respective degree . Provide leadership to maintain a diverse student body .

      • Manage the non-personnel budget and work with program and departmental faculty to ensure submission of annual budget requests for all areas . Advocate for program operating and strategic budget requests to meet institutional needs/goals. Approve purchase orders, requisitions, and equipment repair requests as needed. Manage instructional budget for departments within budget goals set . Manage and make relevant recommendations concerning physical facilities.

      Minimum Qualifications

      • M a ster’s degree in a discipline reflective of position’s current, new or prospective division programming.

      • Five years’ experie nce in post-secondary educational environment.

      • Five years' experience in academic leadership /management.

      • Demonstrated experience in educational program and/or curriculum design and development

      • Demonstrated understanding of Program Review, Strategic Planning and evidence of systematic decision making.

      • Experience in staffing development and evaluation.

      • Demonstrated success in fostering collaborative working relationships.

      • Evidence of an understanding of the diverse academic, socio-economic, cultural, disability and ethnic backgrounds of college students.

      Preferred Qualification

      • Earned D octorate

      • Five years of higher education teaching experience.

      • Supervision of faculty and instructional programs.

      • Knowledge of accreditation process es .

      • Budget experience .

      • Evidence of highly developed interpersonal, communication, organizational and facilitation skills.

      • Evidence of experience with developing strategic partnerships .

      • Evidence of professional leadership.

      • Demonstrated commitment to fostering diversity.

      • Experience work ing in a collective bargaining environment.

      • Demonstrated a bility to successfully work in a fast-paced environment requiring sound decision-making ability and agility.

      Internal and External Clientele and Purpose of Contact

      RCTC faculty, staff a nd administration; personnel fro m organizations and industry partners; Educational partners from Minnesota State system and non- Minnesota State system institutions; K-1 2 partners; and state, regional and national accrediting/regulatory bodies. Purpose of contact: To address community and industry needs in education, to create pathways for students from secondary to post-secondary education, to support sound programming and instructional practice, to stay current with state and national trends ; and to maintain program excellence .

      PROBLEM SOLVING

      The dean must solve a range of problems and concerns involving individual, group and institutional needs . Problem solving often requires weighing the relative merits of complex factors, negotiating with interested parties and making decisions that are ethical, fair and consistent . In developing solutions, the dean must often propose creative alternatives based on unique situations that present a distinct set of challenges. Problem solving sometimes requires involving other departments, administrative leadership and resources to resolve conflicting interest and perspectives. Creativity is also essential in using staff and physical resources efficiently, identifying new funding sources, and devising innovative strategies to accomplish the goals of the college.

      Budget

      The dean is responsible for personnel and non-personnel budget s including operational and strategic budgets and differential tuition revenue.

      This position serves as the dean and must be able to make organizational decisions and sign internal, state and national level documents on behalf of the College/departments/ programs as the administrative leader. This position involves significant discretion and substantial involvement in the development, interpretation and implementation of departmental policy and procedures.

      All employees must comply with department and institution procedures and policies, Minnesota State system policies and procedures, as well as local, state and federal laws, regulations, guidelines and business and industry standards.
