      Job summary

      An exciting opportunity has arisen for an experienced senior clinical leader with a proven track record of clinical services delivery and innovation. The successful candidate will provide strategic, clinical and professional leadership for the development of oral health services across primary care and community services. As a key member of the Primary Care and Community Division, they will work across the Health Board to deliver the vision for integrated oral health services developing and delivering innovative, high-quality services to improve patient care in line with the Health Board's strategy.

      Main duties of the job

      To provide senior dental professional leadership, ensuring that all clinical activity within Primary Care and Community Division is of consistent high quality and delivers the necessary outcomes and performance.

      Job responsibilities

      To provide senior dental professional leadership, ensuring that all clinical activity within Primary Care and Community Division is of consistent high quality and delivers the necessary outcomes and performance.

      Responsible and accountable for ensuring the primary care & community dental workforce is organised to deliver high quality patient care consistent with national standards, ensuring the delivery of agreed targets.

      • Responsible for ensuring that relevant clinical activity in the Primary Care and Community Division delivers the outcomes and standards that are expected and meets the necessary performance and activity levels: this will include establishing a structure for effective dental clinical governance and a culture of continuous improvement and learning.
      • As a member of the Primary Care and Community and Divisional Senior Management Team you will be responsible for developing and implementing performance management strategies consistent with the Health Boards clinical effectiveness agenda. You will agree appropriate outcome measures and use these for monitoring of performance
      • Working closely with the Primary Care and Community divisional lead, associate Medical Director, PC lead deliver innovation, service redesign and improvement to support the Health Board strategy.
      • The post holder will be the Chair of the ABUHB Integrated Oral Health group and will provide dental representation for the ACD programme, specifically the professional dental collaborative groups aligned to the NCNs.

      Quality and Safety

      Promote safe, high-quality care through setting agreed standards, outcomes and measures and support the consistent application of these standards through educational programmes, guidelines and audit.

      • Ensure there are sound systems and processes in place for GDC registrants within the Primary Care and Community Division for appraisal and overseeing corporate governance issues relating to appraisal, quality improvement and clinical governance that includes disciplinary procedures.
      • Ensure that all patient concerns are dealt with effectively via the Putting Things Right process. Report on investigations into care that involves the Public Sector Ombudsman or legal representation within the time frames agreed by the Health Board. Ensure effective action plans are developed to prevent the recurrence of issues and ensure that any learning shared.
      • Be responsible and accountable for the clinical processes and promotion of these processes and policies for infection prevention and control, supported by the and associate Medical Director.
      • Be responsible for establishing educational programmes and monitoring systems that aim to continually improve clinical standards across the delivery unit and provide support to deliver the Health Boards Clinical Governance and QPS agenda.

      Communication and Engagement

      • Develop effective internal and external contacts and relationships with the local health community, to ensure the Health Board is best placed to benefit from clinical networks and multi-agency partnership working. The Dental Director will represent ABUHB on the All -Wales Dental Clinical Lead group and any other national group as required.
      • Work and manage effectively across boundaries with other agencies to deliver the best outcomes for patients, service users and citizens including Welsh Ambulance Service Trust, Local Authorities, Universities, Cardiff dental hospital & school, PHW, Third Sector, Independent Sector, Community Health Council, HEIW, Health Inspectorate Wales, Specialist Service Commissioners, staff organisations, Local Dental and Local Negotiating Committees.

      Operational and People Management

      • Manage proactively the interface between primary & community and secondary care dental services that includes the Wales Dental Strategic Advisory Forums and Managed Clinical Networks for dentistry with effective, clear patient care pathways that promote prevention focus and patient centred dental care.
      • Be responsible for the development of an effective dental workforce plan as part of the IMTP process, with consideration of new ways of working and innovative models designed to strengthen by using skill mix and sustain Primary and Community Care urgent dental care.

      Planning

      • Work with the PC lead, CDS clinical Director, consultant in Dental Public Health PHW, ABUHB secondary care dental clinical directors and Gwent LDC to ensure there is collaborative planning for dental services for the Health Board population. This will inform the ABUHB IMTP via the IOHG and the cluster groups through the Accelerated Cluster development linking to the Regional Partnership Board planning.
      • Advise on the Estates Strategy for Primary Care and the Community to ensure that future care and health promotion services are delivered within an infrastructure that is sustainable and fit for purpose.
      • Plan for and ensure the delivery of Healthcare Standards encompassing related issues of Clinical Audit, Clinical Adverse Incidents, Quality improvement methodologies, Clinical Effectiveness, National Institute for Health and Care Excellence, HIW, National Skills Framework and professional regulation.

      Financial Management

      • Be responsible for the financial management of delegated budgets ensuring value for money and audit recommendations are implemented and achieved.
      • Work with the PC and Comm Divisional lead and Medical Director and Finance and Business Partner to ensure robust processes are in place to agree organisational capacity, financial and activity targets for the current year and future periods as part of the IMTP.
