      Job Description

      The Spacecraft and Vehicles Support Department Manager (JV/DM) will oversee the department to plan, execute and manage all aspects of department operations to ensure delivery of excellent Task Order (TO) products and services. This includes staffing, resource allocation, TO estimating, TO work execution, TO financial management, department status reporting, personnel management, employee performance evaluation and employee disciplinary actions. The DM will also develop and maintain excellent customer relationships across the MSFC/EV organization.

      Duties include but are not limited to:

      · Report to the JSEG ESSCA Program Manager and support the PM as a member of the JSEG Senior Leadership Team.

      · Coordinate with other members of the Senior Leadership Team to ensure excellent communication and department performance. This includes, but is not limited to, Jacobs HR on all personnel matters, with Teammate Principals on all matters related to safety, performance or discipline of Teammate employees, with PM and Safety Manager on all safety issues, etc.

      · Monitor technical, cost and schedule progress and client satisfaction on all TOs within the department.

      · Develop and maintain excellent relationships with NASA counterparts throughout the JM department.

      · Support and implement all JSEG programs and initiatives as directed by the ESSCA PM. Specific actions include, but are not limited to: safety program initiatives, ESSCA proposal commitments, JPMS program implementation and continuous improvement initiatives, new business growth initiatives, internal training and development programs, and mentoring and leadership development efforts.

      · Lead and drive JM engagement in our Technology, Innovations and Process Improvement (TIPI) program.

      · Report department status across all areas of operations during monthly Operations Review

      · Provide feedback and recommendations for continuous improvement to PM

      Provide support to ESSCA contract operations in the areas of:

      · Lead a strong and high performing group of Deputy Department Managers and Team Leads to exceed JSEG management and customer requirements.

      · Provide direction to JSEG management Team Leads and assess performance

      · Oversee operations and monitor technical progress to ensure conformance with quality system and delivery of quality products and services

      · Forecast future resource/skills/development needs to efficiently manage and train the workforce to maximize flexibility and efficiency.

      · Monitor and forecast Task Financial Performance.

      · Identify and manage cost/technical/schedule risks to ensure accomplishment of TO requirements and ESSCA goals and objectives.

      · Ensure excellent customer relations and harmonious team dynamics and operations through excellent conflict resolution.

      · Facilitate excellent coordination/communication/collaboration with Deputies, Team Leads, JSEG management, CED management, Teammate Principals, ESSCA Technical Fellows, BFO and HR.

      · Drive employee awareness and commitment to personal safety, mission success and client satisfaction.

      · Ensure the safety of personnel by performing visible safety leadership and encouraging Team Leads to be safety leaders in our Beyond Zero culture.

      · Implement Jacobs programs and ensure compliance of personnel to Jacobs and NASA workplace standards

      · Support JSEG leadership communication, sharing, and development of best practices for MSFC and across ESSCA.

      · Actively work with JSEG and MSFC personnel to explore new work areas and develop new task scope in conjunction with our Jacobs Solutions initiative.

      · Conduct special projects as assigned by Office of Program Manager.

      Qualifications

      · Degree in Engineering required; Engineering degree from an ABET accredited university preferred.

      · Typically, educational requirements are the equivalent of a PhD., with a minimum 14 years' experience, Masters with at least 18 years' experience, or BS with at least 20 years' experience.

      · Experience as JSEG Deputy Department Manager or equivalent position.

      · Outstanding technical and leadership qualifications in Space Vehicle Development, Systems Engineering or equivalent. Excellent communication and interpersonal skills are required. Participation in professional society, e.g. ASME, PMI, ASTM, NSBE, SHPE, SWE, etc., is desired.

      Essential Functions

      Work Environment

      Office and laboratory environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (<15%).

      Physical Requirements

      Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (40%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities (10%).

      Equipment and Machines

      Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).

      Attendance

      Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

      Other Essential Functions

      The ability to work independently with minimal supervision, to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.

      Proof of U.S. Citizenship is required.
