      Equipment Superintendent

      This is a department promotional recruitment. Department promotional recruitments are only open to permanent status County employees that are currently employed within the vacant positions department.

      Under direction, plans, organizes, and supervises repair and maintenance of the County's vehicle and equipment fleets; performs related work as assigned.

      DISTINGUISHING CHARACTERISTICS

      This class is a section head level, responsible for the supervision of the County-wide vehicle and equipment maintenance program. The incumbent is responsible for developing goals and objectives, supervising staff, and directing day-to-day activities. This class is distinguished from Deputy Public Works Director, which is responsible for the overall activities of the Road Division.
      • Plans, organizes, coordinates, and supervises the work of the County's vehicle and equipment maintenance shops.
      • Develops and monitors service and repair policies, procedures and standards; prepares or directs the preparation of a variety of studies and reports; researches and assists in the development of specifications.
      • Directs maintenance and repair activities, including planning, estimation, scheduling, inspection and monitoring work being performed; develops preventive maintenance and repair schedules for the maintenance and servicing of vehicles and equipment; provides technical assistance to staff.
      • Supervises the maintenance of parts inventories and ensures an adequate supply of parts; reviews and approves requisitions and purchase orders.
      • Prepares and monitors the annual budget. • Selects, supervises, evaluates and disciplines staff and provides for their training and development.
      • Works closely with other divisions, departments or individuals to explain or coordinate proposed activities; responds to complaints or inquiries by phone or in person.
      • Coordinates the work of the equipment maintenance and motor pool staff with that of other County departments, outside vendors or concerned groups.
      • Ensures compliance of equipment maintenance and motor pool activities to pertinent codes, regulations and guidelines.
      • Monitors developments related to equipment maintenance, evaluates their impact and recommends policy and procedure improvements; provides technical assistance to staff.
      • Prepares and maintains a wide variety of written records and correspondence.
      • Integrates new program activities into maintenance schedules.
      • Prepares specifications and makes recommendations on the purchase, sale, and disposal of new and used vehicles and equipment.
      • Plans and implements an on-going safety program.
      • Authorizes and approves work contracted to outside vendors; determines the necessity for contracting out major repairs.
      Knowledge of:

      • Principles and practices of vehicle and equipment maintenance and repair as related to a large and varied fleet maintenance program.
      • Basic administrative principles and methods, including goal setting, program development and implementation, and employee supervision.
      • Principles and practices of budget development and administration.
      • Theories, principles, techniques and equipment used in vehicle and equipment maintenance and repair.
      • Safety regulations, safe work practices and safety equipment related to the work.
      • Codes, ordinances and guidelines pertaining to the work.
      • Computer applications related to the work.

      Skill in:

      • Planning, assigning, directing and coordinating vehicle and equipment maintenance and repair activities.
      • Selecting, motivating, and evaluating staff and providing for their training and development.
      • Preparing and monitoring a budget.
      • Analyzing operational and administrative problems, evaluating alternatives and recommending or implementing effective courses of action.
      • Developing and implementing goals, objectives, policies, procedures, work and safety standards and management controls.
      • Preparing clear and concise records, reports, correspondence and other written materials.
      • Exercising independent judgment within general policy guidelines.
      • Establishing and maintaining effective working relationships with those contacted in the course of the work.


      Other Requirements:

      Must possess a valid California driver's license; possession of a Class A license is desirable.

      Desirable Education and Experience:

      A typical way to obtain the knowledge and skills outlined above is:

      Two years of lead or supervisory experience in vehicle and equipment maintenance at a level equivalent to the County's classes of Senior Equipment Mechanic or Senior Automotive Mechanic.

      LICENSES

      Some classifications require possession of valid professional and/or technical licenses. Some classifications may require the possession of a valid California driver’s license.


      PROBATIONARY PERIOD

      Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

      DISASTER SERVICE WORKERS

      All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
