      The NYC Department of Design and Construction, Finance & Procurement Division’s Agency Chief Contracting Office (ACCO) is seeking to hire a Deputy Agency Chief Contracting Officer (Deputy ACCO). Under supervision, with latitude for independent initiative and judgment, the Deputy ACCO will directly manage the Competitive Sealed Bid Unit and Reporting, Insurance, & Vendor Compliance Unit within DDC. The Deputy ACCO will also assist with improvement strategies and reporting for both units. The selected candidate will ensure the procurements and procurement related activities within each unit are processed in an effective and efficient manner. The candidate is expected to have a thorough understanding of the New York City Procurement and Policy Board Rules. The Deputy ACCO would be responsible for the day to day operations within each unit, ensuring that the work is being processed in a timely manner. The Deputy ACCO may be required to train staff on the various procurement and procurement related processes. It will also be expected that the selected candidate would review the current processes within each unit and help identify improvements to the processes to reduce the cycle times of the respective procurements. The Deputy ACCO will also assist in the development of standard operating procedure manuals that will assist in staff training. The respective units are responsible for procurements utilizing various procurements methods which may utilize capital and/or expense funds. The selected candidate must have strong computer skills to create reports for tracking and reporting on the status of procurements to both internal agency partners and external agency partners including oversight agencies. The candidate will use several computer systems including Financial Management System (FMS), PASSPort, and DDC internal systems in the process of reviewing and completing work. Additional tasks or duties may be assigned to the candidate as deemed necessary by the ACCO.

      Qualifications

      1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
      2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

      Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
