      Performs complex professional and administrative work coordinating the operations, maintenance, development, and promotion of the County owned and operated Albert J. Ellis Airport; and related work as apparent or assigned. Work is performed under the general direction of the Airport Director. Serves in the capacity of Airport Director when they are unavailable. Supervision is exercised over all assigned personnel within the department.
      • Coordinates the operation, maintenance, development, and promotion of the airport, to include all tenants and users, to ensure compliance with all applicable federal, state and local rules, regulations and policies.
      • Ensures airport safety and security compliance with all Federal Aviation and Homeland Security requirements and regulations.
      • Oversees airport capital development projects and ensures construction is completed in compliance with plans, specifications, standards, and best practices.
      • Directs the development and implementation of the Airport's security program in accordance with federal security regulations.
      • In consultation with other airport divisions, prepares, recommends, and enforces airport internal policies, rules and regulations, and minimum standards for commercial aeronautical activities.
      • Supervises maintenance of all airport systems and equipment.
      • Schedules, assigns, directs, and supervises activities of assigned airport personnel.
      • Attends Airport Advisory Commission and Board of Commissioners meetings as needed. Prepares research and information for agenda packet and presents as required.
      • As directed, represents the Airport as a member of various boards, community groups, professional, trade and related organizations. Makes presentations to civic groups and other organizations as required.
      • Maintains working relationships with all airport users, tenants, guests, and other stakeholders.
      • Ensures emergency response plans are maintained and exercised as required. May act as incident commander during disasters and emergency situations at the Airport. Conducts emergency response exercises and tabletop drill rehearsals. Develops and maintains effective relationships with internal and external response agencies.
      • Monitors compliance with applicable environmental programs and permits and maintains the airports SWPPP and SPCC Plans.
      • Assists with the development and management of annual budgets, including revenues, expenditures, grants and assists with contract and lease negotiations.
      • Oversees the maintenance and repair of facilities, grounds, and equipment. Purchases equipment and supplies as required.
      • Recruits, interviews, and recommends the selection of personnel. Provides performance related feedback, coaches, motivates and as necessary disciplines subordinate team members. Maintains time records, schedules leaves, evaluates personnel and maintains personnel records.
      • Assists with long range master planning for airport development.
      • Assists with business recruitment, air service, marketing, and economic development efforts.
      • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.
      • Performs related tasks as required.
      Comprehensive knowledge of airport management. Thorough knowledge of the policies, best practices and procedures of airport and aviation management. Thorough knowledge of office management policies, procedures and techniques. Ability to plan and supervise the work of subordinates. Ability to deal effectively with users, customers and patrons of the airport. Ability to establish and maintain successful relationships with users, customers and patrons of the airport. Ability to establish and maintain productive working relationships with the Board of Commissioners, County Administrators, stakeholders and the general public.Bachelor's degree with coursework in one or more of the following; Aviation Management, Business Administration, Public Administration, Civil Engineering or a related field and 3 or more years of increasingly responsible experience in airport management, airline management, airport design or airport project management. Demonstrated experience with modern airport administration, innovative economic development, implementation of best management practices; and 2 or more years of experience supervising a diverse workforce. AAAE's Certified Member (CM) status required or ability to obtain within 6 months, a master's degree, AAE or IAP designation preferred. Any equivalent combination of education and experience may be considered.

      This position has a residency requirement. The successful candidate must live within Onslow County or be willing to relocate within 6 months of hire.
