      The Massachusetts Department of Public Health (DPH) is seeking an experienced and strategic professional with an unwavering commitment to fostering health equity and dismantling disparities across the Commonwealth. As the Deputy Assistant Commissioner for Health Equity, the selected candidate will step into a dynamic leadership role that sits at the heart of transformative change within DPH. Reporting directly to the Assistant Commissioner for Health Equity, the incumbent will play a pivotal part in shaping and driving health equity initiatives throughout the Commonwealth. Your sphere of influence spans across DPH Bureaus, Offices, EOHHS agencies, and beyond, as you collaborate with experts and leaders to dismantle disparities and address social determinants of health.

      As an integral member of the team, you will identify funding opportunities, pursue grants, and shape the future trajectory of DPH Health Equity initiatives. By fostering professional growth and nurturing effective communication, you'll cultivate a motivated, high-performing team. Your ability to connect the dots, inspire collaboration, and catalyze action will propel Massachusetts towards a more equitable healthcare landscape.       Duties and Responsibilities (these duties are a general summary and not all inclusive):

      • Provide effective leadership, representing the Commissioner and Assistant Commissioner, and contributing to strategic planning, policy development, and implementation for Department-wide health equity initiatives.
      • Collaborate with DPH Bureaus, secretariat agencies, and subject matter experts to formulate evidence-based health and racial equity strategies, addressing disparities and social determinants of health.
      • Oversee DPH equity initiatives in alignment with Department goals.
      • Support the Interagency Health Equity Team (IHET) working with EOHHS leadership to address disparities, present data, and strategize solutions.
      • Drive the implementation of a Racial Equity lens across DPH, guiding data collection, analysis, program planning, and community engagement efforts.
      • Offer health equity technical assistance, subject matter expertise, and training to DPH, executive branch agencies, healthcare facilities, and community-based organizations.
      • Examine data and outcomes, providing recommendations to Bureau and Office programs to foster health equity.
      • Champion collaboration and engagement among DPH Bureaus and Offices to build support for health equity missions.
      • Drive synergies across agencies by utilizing the Federally outlined (CLAS) framework, advancing health equity and eliminating disparities.
      • Identify funding opportunities, pursue grants, and assess ongoing project efficiency to sustain the mission and goals of Office of Health Equity, Office of Problem Gambling and Vaccine Equity Initiative, while cultivating a motivated and high-performing team through leadership and professional development.
      • Represent the Commissioner on advisory boards, commissions and working groups.

      Preferred Qualifications:

      • Proven track record of strategic leadership, change management and collaboration in driving health equity initiatives, ideally within a governmental or public health context.
      • Knowledge and experience in the frameworks of racial and ethnic disparities in public health.
      • Ability to inform strategic planning and prioritization for complex data-driven programs.
      • Professional experience and expertise pertaining to the social determinants of health and its impact on vulnerable communities across the Commonwealth.
      • Strong background in leading interdisciplinary teams, promoting inclusivity, and fostering a culture of excellence and innovation.
      • Experience building trust with people from diverse backgrounds and approaches.
      • Able to balance strategic thinking with operational execution.
      • Expertise in organizational cross-functional project development and committee management.
      • Ability to develop and implement effective stakeholder strategies and to promote a culture of collaboration, transparency, and inclusion.
      • Familiarity and experience with underserved groups such as communities of color, people with disabilities, homeless, and the LGBTQ community, with an understanding of culturally and linguistically appropriate services.
      • Skilled in developing effective communication tools and feedback mechanisms to provide support, motivation, and feedback to reporting staff and teams.
      • Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Teams.

      The Massachusetts Office of Health Equity promotes the health and wellbeing of racial, ethnic and linguistic minority populations throughout the Commonwealth by increasing the Department of Public Health's capacity to respond effectively to the critical public health needs of these communities. Because racial and ethnic minority groups currently experiencing poorer health status are expected to grow in population, while other groups will decline, the future health of Massachusetts will be influenced substantially by our success in improving the health of these racial and ethnic minorities.

      MINIMUM ENTRANCE REQUIREMENTS:

      Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
