Drive organizational planning processes.

Ensure that our product roadmaps and scoped engagements align with our organizational goals and direction.

Oversee technology strategy and ensure infrastructure, products, and vendors have sound and consistent technical vision.

Work with our cross-functional team of product and engagement managers (PMs and EMs), architects, engineers, content strategists, designers, and researchers to scope work, define clear measures of success, and determine staffing and resource needs.

Manage delivery across our portfolio, ensuring we are successful in delivering on our goals, on schedule and within budget.

Proactively detect and monitor risks and collaboratively problem solve with PMs and EMs, Mass Digital and EOTSS leadership, vendor partners, and agency customers.

Maintain an environment for executing our work that prioritizes continuous improvement within a complex stakeholder environment.

Build efficient and effective processes and practices that can grow as we do and ensure that our products and services continue to deliver value.

Refine, document and communicate best practices for high quality product management and engineering at Mass Digital.

Help Mass Digital team members employ those practices and meet those standards.

Continually evaluate and improve our product and service offerings. Identify opportunities to create new product and service offerings.

Contribute to Mass Digital’s culture of transparency by sharing and publishing accounts of our successes and failures.

Communicate regularly with the team to provide mentorship and guidance and help remove obstacles to their success.

Help employees grow and succeed through regular feedback and evaluation.

Oversee and mentor supervisors and develop supervisors’ people management capabilities, including growing their skills in areas of performance management, employee development and career growth, and coaching others through difficult project situations.

Work with the Chief Digital Officer and supervisors to identify ways to improve team and individual wellbeing.

Contribute to a positive, collaborative and inclusive team culture. Energize and motivate the team by recognizing successes and learning from failures.

Work with the Chief Digital Officer to establish Mass Digital’s goals and direction in alignment with EOTSS and administration priorities.

Build strong relationships across EOTSS business units and agency partners to understand their goals, align on strategic direction, and identify opportunities for engagements.

Pay attention to emerging digital trends related to technology and business, and how they may apply in a government context.

Keep abreast of best practices and bring them back into the organization.

Speak at conferences to talk about Mass Digital’s work and share our mission.

Strong interest in promoting equitable access to public services using modern technology, design, and research practices.

5+ years of experience in building user-centered digital products and maintaining them over time.

Expertise in product development at scale, with proficiency in creative, strategic, technical, managerial, and operational aspects.

Proven ability to solve complex problems involving multiple organizations, processes, cultures, and technologies.

Experience in leading and developing an agile team of engineers, architects, product and engagement managers, content strategists, researchers and designers.

Expertise in modern product approaches such as agile development, user-centered design, open-source development, automated testing, continuous integration and deployment.

Ability to develop excellent relationships, manage senior stakeholders and technical experts, and coordinate the delivery of complex programs and policies.

3+ years of experience in people management or team leadership, with an adaptive, empathetic, and collaborative leadership style.

Strong work ethic, analytical and problem-solving skills, and the ability to manage complex projects with excellent organization and attention to detail.

Excellent written and verbal communication skills, with experience presenting work to executives and large groups.

Comfortable facilitating meetings and workshops with cross-functional project teams.
- Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience.

EOTSS is seeking a to hire a Deputy Chief Digital Officer to join the Massachusetts Digital Service. The Massachusetts Digital Service (Mass Digital) partners with organizations across state government to transform how residents, visitors, businesses, and government agencies interact with the Commonwealth. Mass Digital helps our partners use the best technology, design, and data to make every interaction with Massachusetts government simpler, faster, and more meaningful.
About our work
Mass Digital worked with the new Department of Family and Medical Leave to launch the Commonwealth’s first digitally native service: Paid Family and Medical Leave and PaidLeave.mass.gov. We’ve been on the front lines of the pandemic response, supporting the Department of Unemployment Assistance to create capabilities for multilingual unemployment claims, designing content for rapidly evolving pandemic unemployment benefits, and supporting the Department of Public Health and Command Center to launch the state’s vaccine preregistration system.
Having established a track record of delivery, we are now turning our attention to defining and delivering against a statewide roadmap to provide more accessible, simple, and secure digital experiences that adapt to person’s needs so that every time they engage with any part of state government, they get the most and the best of the Commonwealth. This will be achieved through initiatives to create a single identity and profile for users of Commonwealth services, expand channels of communication, and improve people’s integrated experience across different state services. The work will involve developing new products and services, establishing standards, and building capacity within agencies.
About this role
As Deputy Chief Digital Officer, you will work with the Chief Digital Officer to implement the vision for Mass Digital, oversee day-to-day delivery and technology strategy, mature our processes and services, and work with state agencies to make government services more user-friendly and data-informed. You will effectively manage and lead cross-functional teams of product and engagement managers, architects, engineers, content strategists, designers, and researchers in a delivery-focused environment. You will be a strategic partner in defining Mass Digital’s overall goals and strategy for execution and scaling our impact.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. This position is currently mostly remote, with in-office days approximately once every 2 weeks at our Boston office location: One Ashburton Place in Boston, Massachusetts 02108.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least three (3) years must have been in a managerial capacity.
