      Job Summary

      The Deputy Chief Medical Officer reports to the Chief Medical Officer (CMO) for administrative and clinical issues and is responsible for management and implementation of delegated Health Services functions in L.A. Care and provides oversight/monitoring of Plan Partners and Participating Physician Groups (PPG). The Deputy CMO provides executive medical leadership over delegated departments and functions at the discretion of the CMO which include Care Management, Utilization Management, Clinical Assurance, and Behavioral Health. This position may also lead special projects and chairs committees and task forces, as assigned by the CMO. In collaboration with the CMO, this position will direct the overall clinical strategy and provide oversight to Health Services clinical initiatives, reporting, and outcomes measurement. This position will ensure implementation of the strategies, goals, and work plans designed by both Deputy CMO and the CMO to enhance access and quality of healthcare for our members. This position will design and implement innovative projects to improve access and quality of care for L.A. Care members and safety-net providers. The Deputy CMO will represent the CMO internally and externally in his/her absence and to external constituents. The Deputy CMO will serve as lead spokesperson for L.A. Care on medical issues in the absence of the CMO.

      Duties

      Plan, direct and implement the Health Services program for the departments he/she leads. Develop strategies and goals and implement work plans designed to improve the quality of healthcare provided to LA Care members and other vulnerable populations in collaboration with plan partners and contracted providers.

      Specify which individuals are accountable for executing regulatory and accreditation requirements and improvements in each of the functional areas. Align closely with the Regulatory, Audit, and Compliance organizations, ensuring compliant execution.

      Knowledge and understanding of Medicaid and governmental health programs.

      Lead the Health Services portfolio management and planning process to implement strategic projects within the departments he/she leads.

      Ensure timely and cost-efficient execution of operational enhancements necessary to achieve strategic goals, satisfy contractual and regulatory requirements, monitor risks and resources, and mitigate administrative costs.

      Interface with public committees, leaders of regulatory agencies, plan partners and the medical community.

      Coordinate and evaluate Health Services at the local, state and federal levels to promote objectives determined by the Board, CEO and CMO.

      Partners with the CMO to provide direction for Health Services that aligns with L.A. Care's strategic plan and enterprise goals.

      Assumes responsibility for provider relations around Medical Management issues and programs.

      Provide overall support for Health Services and the CMO as needed.

      Perform other duties as assigned.

      Doctor of Medicine (M.D.)

      Experience

      Required:
      At least 8 years of experience in medical management, managed care, and quality management.

      At least 10 years of supervisory/management experiece and operation.

      Skills

      Required:
      Evidence of ability to provide leadership in the medical profession, and an interest and involvement in the affairs of the health care community.

      Strong leadership skills and the ability to build effective relationships internally and externally, including: Plan senior leaders and senior leaders of external organizations, such as provider groups, leaders of health systems, leaders of patient advocacy organizations, etc.

      Excellent communication skills, negotiating skills, consensus building, analytic ability, planning and implementation skills.

      Ability to work effectively within a matrix environment, influencing and leading others without a direct reporting relationship.

      Prior experience working with government and other regulatory-like agencies.

      Licenses/Certifications Required

      Board Certified, preferably in a primary or medical specialty - Active, current and unrestricted California license.
      Physician License to practice in California - active, current and unrestricted California License
