      The Engineering & Capital Projects Department (EC&P) currently has two Deputy Director (DD) positions opening in the Design Branch overseeing the Utilities Project Delivery (UPD), and the Facilities & Parks Project Delivery (FPPD) Divisions. Under the general direction of the Assistant Director, both Deputy Directors are responsible for managing the successful operation of their respective divisions.

      The UPD Division is primarily responsible for project management, design, and delivery of the water and wastewater Capital Improvement Program (CIP). The division is responsible for developing the conceptual scope and final design of CIP assets addressing the needs of the client department to expand, replace, or rehabilitate an asset. The DD manages the delivery and execution of the different programs through quality designs that meet or exceed the expectations of the client department through communication and customer service. The project designs are performed both by in-house design and by the consultant, requiring constant training and focus on general staff development. The UPD division also supports their projects in the construction phase until project closeout. The Deputy Director position will manage the UPD Division and lead the division to successfully deliver its current goals and prepare it to deliver the anticipated goals for future fiscal years.

      The FPPD Division is primarily responsible for project management, design, and delivery of the design of Park and Recreation department projects as well as public facilities, such as libraries, fire stations, and lifeguard stations. The division is responsible for developing the conceptual scope and final design of a CIP asset, addressing the needs of the client department. The DD manages the delivery and execution of the different City assets through quality designs that meet or exceed the expectations of the client department through communication and customer service. The project designs are performed both by in-house design and by the consultant, requiring constant training and focus on staff development. The FPPD division also supports their projects in the construction phase until project closeout. The Deputy Director position will lead the division to successfully deliver its current goals and prepare it to deliver the anticipated goals for future fiscal years.

      Key Areas of Responsibility:
      • Under the supervision of the Assistant Director, develop and implement goals, objectives, policies, procedures, and performance standards for the Division that are in alignment with E&CP’s overarching goals.
      • Plans, organizes, assigns, supervises, reviews, and evaluates the work of professionals, technical, and administrative staff.
      • Assist with coordination of E&CP activities with other departments, outside agencies, and organizations; provide staff assistance to the Mayor and City Council and relevant boards and commissions and prepare and present reports and other necessary correspondence.
      • Provide direction for the planning, design, and construction related to design engineering services and tasks for CIP projects work.
      • Supervises and participates in problem-solving using the requisite analytical skills needed. Must have a keen eye for detail and must have the ability to think calmly and logically when tackling complex issues.
      • Supervises and participates in the development and administration of the Division’s positions; assists with the development of the City’s Capital improvement budget and participates in various Citywide presentations as part of the approval process.
      • Assist the Assistant Director with delivering the City’s major Capital Improvement Projects including but not limited to the following infrastructure types: bridges, roadways and multi-modal accessibility paths, traffic control and traffic calming, public buildings, parks, recreation facilities, airport-related facilities, drainage, and flood control, water quality, and water and sewer pipelines, treatment plants, reservoirs, and pump stations.
      • Builds and maintains strong relationships with various City departments to ensure capital projects and private permits are managed in a timely and cost-effective manner.
      • Provides professional and technical direction and advice to other City departments and maintains professional standards for services provided throughout the City.
      • Provides Citywide leadership in developing and enhancing methodologies.
      • Represents Division, E&CP, and the interest of the City to outside groups and organizations and provides technical assistance, as necessary.
      • Maintains strong regional involvement with other public agencies, trade groups, related associations, and regulatory entities.
      • Performs other duties under the delegated responsibilities of a Deputy City Engineer.
      • Acts as the Appointing Authority in the absence of the Assistant Director.
      Minimum Qualifications:
      • Bachelor’s Degree in Engineering, Construction, or a related field, and
      • Registration as a Professional Civil Engineer in the State of California is mandatory, and a minimum of five (5) years at the management/supervisory level for a public agency or private firm with direction over professional staff.
      • Ten (10) years of progressively responsible engineering experience or
      • Any combination of education and experience that demonstrates these qualifications may be qualifying.
      • Recommended Degree in the field of Engineering is highly desirable.

      • Strong interpersonal leadership skills, with the ability to successfully interact with a wide variety of stakeholders.

      The Department:
      The Engineering and Capital Projects Department (E&CP) provides a full range of engineering services for the City’s capital investment. E&CP is responsible for the planning, design, project, and construction management of public improvement projects part of the City’s Capital Improvement Program (CIP); quality control and inspection of private work permitted in the right-of-way; and surveying and materials testing. E&CP’s activities include work on public infrastructure assets to rehabilitate, restore, improve, and add to the City’s capital facilities. E&CP is comprised of the following Divisions:
