      1. SUMMARY

      The Joint Intelligence and Security Division (JISD), under the leadership of the Assistant Secretary General for Intelligence and Security (ASG-I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence (DASG-I); and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security.

      The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council (NAC) and the Military Committee (MC), for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address: intelligence analysis and production, intelligence policy, and capability development.

      The Strategy and Policy Unit (SPU), comprised of both military and civilian personnel, is responsible for intelligence policy and intelligence capability development, and supports the production of NATO Agreed Intelligence (NAI) assessments. From the Policy Development perspective, SPU is responsible for developing and monitoring the implementation of intelligence policy and policy-related plans, liaising with NATO nations, partners, the International Military Staff (IMS) and the International Staff (IS), and supporting the development of joint civil-military NAI products with the Military Intelligence Committee (MIC) and the Civilian Intelligence Committee (CIC). On the Capability Development side, the SPU supports any initiative enhancing intelligence capabilities and Joint Intelligence Surveillance and Reconnaissance, develops intelligence education and training, and assists with NATO's crisis response systems.

      The Deputy Head of SPU is responsible for all SPU activities, tasks and functions, supporting the Head SPU in the day-to-day prioritisation of tasks and in the delivery of high-quality intelligence policy and capability development products. This role will also include supporting the identification, proposal and consolidation of policy changes, in close coordination with Nations and other NATO policy-making bodies.

      The incumbent will deputise for the Head, SPU when required.

      2. QUALIFICATIONS AND EXPERIENCE

      ESSENTIAL

      The incumbent must:

      • have a university degree from an institute of recognised standing in political science, international relations, security studies, or related subject;
      • have at least 5 years of professional experience relevant for the position;
      • have managerial experience in leading and mentoring a diverse team, in a challenging multi-cultural and multi-national environment;
      • possess experience in an Allied intelligence service, Allied security service, in combined joint or general staff or other equivalent level of experience;
      • possess experience in chairing, supporting and interacting with executive/senior-level boards and committees in large organisations;
      • demonstrate expert level drafting skills and the ability to present complex policy and capability development issues in simple terms;
      • possess excellent analytical, problem solving, and verbal and written communication skills;
      • possess the following minimum levels of NATO’s official languages: (English/French): V (“Advanced”) in English; and at least I (“Beginner”) in French.

      DESIRABLE

      The following would be considered an advantage:

      • familiarity with the NATO civilian and military structure and be conversant with the challenges, tasks and new missions of the Alliance in the changing strategic and politico-military environment;
      • knowledge of NATO intelligence systems and tools (functional services), architecture and NATO intelligence as well as operations doctrine, procedures, policies, terms and concepts;
      • a professional qualification/certification in Project or Programme Management (e.g. Prince2).

      3. MAIN ACCOUNTABILITIES

      Expertise Development

      Conduct analysis and provide advice in the fields of intelligence policy and intelligence capability development, and support the production of NAI assessments. Provide staff support to NATO committees in these areas. Ensure the correct application of expertise in the team through benchmarking of other policy development organisations. Ensure the expenditure of allocated funds is in line with the organizational objectives. Plan human and financial resources in close coordination and consultation with the JISD Front Office.

      Policy Development

      Develop policy documents, progress reports, background documents, presentations, and other deliverables in support of the NIE. Coordinate the preparation of the policy documents and define, update and communicate requirements for the products to all stakeholders, including the development and implementation of the Strategy for the NIE and the associated Work Plan, as well as of the NATO Intelligence Policy and Capability Development Plan (IPDP). Develop and monitor the implementation of intelligence policy and policy-related plans, liaising with NATO nations, partners, the IMS and the IS, and support the development of joint civil-military NAI products with the MIC and the CIC. Contribute to policies for the development and delivery of interoperable intelligence capabilities that preserve NATO’s technological edge in order to ensure the Alliance can fulfil its core tasks.

      People Management

      Cultivate a motivating, inclusive and effective workplace. Provide mentoring, coaching and training opportunities and be available to offer guidance at critical moments. Promote transparency in decision-making, equal access to opportunities for all staff and an inclusive management culture. Ensure that all staff under her/his responsibility is clear on organizational and branch objectives. Provide regular and fair feedback on performance, informally as appropriate, and via the HQ Performance Review and Development (PRD) system. Participate in recruitment process for vacant posts in the Organisation, in accordance with NATO recruitment guidelines. Identify possible development and mobility opportunities for individuals.

      Project Management

      Support the NIE coherence, through oversight of all policies delivered to the Enterprise. Maintain full understanding of projects in its area of responsibility, identify and monitor project implementation, provide expertise and leadership in the resolution of exceptions and issues.

      Stakeholder Management

      Engage and coordinate with all relevant NIE stakeholders, ensuring a broad collaboration during the development of policies, directives, guidance, implementation plans, standards and best practices. Closely coordinate with NATO staff working on the lifecycle of Enterprise capabilities and services (requirements, investments, operations, maintenance and disposal). Engage with industry and academia in the post’s domain of expertise, as required. Develop close cooperation and working relationships with stakeholders, including the CIC and the MIC and other relevant senior policy committees and boards. Assess, manage and consolidate the network of stakeholders within the broader interests of the JISD. Attend and participate in meetings related to intelligence policy and/or intelligence capability development such as Committees, Steering Boards, Task Forces etc., as appropriate. Represent the Head, SPU at conferences, briefings and meetings, as necessary.

      Information Management

      Act as the main aggregator for a number of sources of information, effectively managing, coordinating, aligning and streamlining inputs from all sources of information. Develop and update the formats for the policy products. Compile, draft or review reports as appropriate. Lead the production of bespoke products in support of requirements from all. Liaise with all input providers. Ensure that SPU’s processes and procedures for information management align with overall NATO Information Management policies.

      Knowledge Management

      Use Information Knowledge Management Tools (IKM) tools, consolidated information platforms and distribution lists for the distribution of documents and information to senior management, and, to staffs. Ensure maximum use of new technologies in gathering information and is trained on tools utilised for in-depth monitoring. Ensure that the design and implementation of knowledge management systems includes mechanisms to guarantee collection and distribution of high-quality content.

      Planning and Execution

      Support the Head, SPU, in leading, planning, directing and supervising the work of the SPU personnel. Manage and ensure the execution of all tasks for the SPU related to the intelligence policy and capability development areas and cooperate closely with the JISD Front Office.

      Perform any other duties as required.

      4. INTERRELATIONSHIPS

      The incumbent reports to the Head, SPU and deputises for her/him when required. S/he works in close coordination with the JISD Front Office and with the CIC and MIC Secretariat. S/He interacts with senior civilian and military personnel in NATO and partner nations, NATO civil and military bodies, and in non-NATO entities. S/He liaises with leadership in relevant international organisations, industry and academia, as required.

      6. CONTRACT
      Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
      Contract clause applicable:
      In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
      The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
      If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
      Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
