      The Dane County Treasurer's Office has a full-time (1.0 FTE) vacancy for a Deputy Treasurer position in Madison, WI.

      DEFINITION

      Supervises the day-to-day operations of the County Treasurer’s Office including: office personnel management; property tax system processes; banking transactions, reconciliation, and user administration; month-end and year-end reporting to the controller; unclaimed funds; bankruptcy management; and performing related duties as required. Acts as department head in the absence of the County Treasurer.


      EXAMPLES OF DUTIES

      Train local treasurers on the property tax system. Reconcile property tax collection data before settling with overlying taxing jurisdictions and reporting to the Wisconsin Department of Revenue. Collaborate with software developers to improve the internal operations of the tax system used in Dane County and enhance public experience with property taxes via the Access Dane website (https://accessdane.danecounty.gov). Follow office best practices in responding to property tax inquiries and data extraction requests. Work directly with county staff and the bank to ensure safe and proper deposits, withdrawals, and transfers of funds. Guide county staff through online banking, internal finance reporting, and purchasing card reconciliation. Supervise and support office personnel through the development, training, and implementation of internal procedures. Participate in any hiring, on-boarding, orientation, training, performance evaluations, discipline, and termination of employees. Perform regular office payroll functions. Collect, publish, and process unclaimed funds information and requests. File bankruptcy paperwork for unpaid property taxes and maintain internal databases to follow court ordered payment requirements.

      Education, Training and Experience :

      Any combination of education, training and/or experience equivalent to a Bachelor’s degree in Business Administration or a related field; and a minimum of three (3) years professional experience performing accounting, financial reporting, property tax collection, or business management responsibilities using electronic data processing systems in the state of Wisconsin. The listed experience should include at least one (1) year as a lead/supervisor of fiscal staff. Relevant work experience may be substituted on a year-for-year basis.


      Special Requirements:

      Availability to work evenings or weekends to meet periodic deadlines. Must have a valid driver’s license, or access to reliable personal transportation, or equivalent. Also refer to the “Physical and Environmental Work Requirements” section below.


      Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record.       For Bilingual Positions:

      1. Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).
      2. Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.

      Physical and Environmental Work Requirements:

      Professional office work environment. Must be able to lift up to a thirty (30) pound banker box containing office files from the floor to the height of three (3) feet. Ability to operate a computer and phone for prolonged periods. Ability to see and hear within normal ranges with or without adaptive devices. Ability to use finger, wrist and hand motions.

      Knowledge, Skills and Abilities :

      General knowledge of the governmental office structure, operations, and communications. More focused knowledge of principles and best practices relating to accounting, personnel administration, budgeting, purchasing, and general finance reporting. Comprehension of property tax processes and statutes. Competent in working with state agencies, local officials, and the general public. Adept at comprehending and applying complex state statutes and county ordinances that guide office operations. Must be able to work closely with the County Treasurer in coordination of office activities, personnel, and planning. Familiarity of supervisory techniques and methods to oversee and advise subordinate staff. Ability to analyze work operations, make recommendations on improving efficiency and effectiveness, and develop written policies and procedures. Detail-oriented with strong logic and math skills. Strong written and verbal communication skills to communicate details with county staff, local officials and the general public. Proficient with computer programs in a Windows environment including Outlook, Word, Excel, and general electronic data processing in database systems
