      Job Summary

      The Clark County Sheriff's Office is a dedicated law enforcement agency committed to serving and protecting our community. We seek a talented Digital Forensic Analyst to join our team and help us manage our body-worn camera performance software and build and maintain a robust data, engineering, science, and analysis search engine that will be used to reduce crime and increase the productivity of law enforcement officers.

      As a Digital Forensic Analyst at the Clark County Sheriff's Office, you will be crucial in helping to capture, preserve, label, catalog, store, and prepare for the release of body-worn and vehicle-mounted cameras and other video footage during a critical incident. Working with other members of the body-worn camera team, you will help analyze data generated by body-worn cameras and other law enforcement technologies, looking for patterns and trends that will assist the Sheriff's Office administration planning and community engagement. Equally important will be your work in building and engineering the next-generation analytic tools that use data science and machine learning to help the Sheriff protect and safeguard the community.

      This is a full-time, regular, non-exempt unrepresented position.

      This position is covered by State Civil Service laws, which requires specific recruitment procedures.       Qualifications

      EXPERIENCE AND EDUCATION

      United States Citizenship or Lawful Permanent Resident required.

      Education: associate’s degree or equivalent required, bachelor’s degree in information technology-related Data Analytics, Forensics, Crime Analysis, or Data Science highly desired.

      Experience: Two (2) years of increasingly responsible experience in digital evidence analysis, crime analysis, or intelligence analysis, preferably in a law enforcement environment.

      Equivalent combinations of education and experience may be considered.

      Computer skills: Intermediate skills utilizing two or more of the following platforms used for digital forensics analysis: EnCase, Cellebrite, X-Ways, Axiom, Griffeye, Recon, and AccessData FTK. Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint. Intermediate skills in at least one dashboarding solution PowerBI, Tableau, Dash, Shiny, etc.

      Preferred programming language: SQL

      Required Licenses and/or Certifications: At least one industry-accepted certification directly related to digital forensics, such as IACIS, Cellebrite, EnCase (EnCE), SCERS, ACE, or other industry-accepted accreditation (s) directly related to digital forensics.

      Knowledge of principles, methods, and practices of investigation; evidence identification and collection; PC and MAC operating systems, hardware, and other peripherals; rules of evidence and applicable laws is critical; fundamental principles and procedures of record keeping; English usage, spelling, grammar and punctuation; comprehensive knowledge of computer forensic software; pertinent federal, state and local laws that pertain to: collection, processing, and preservation of computer-related evidence; modern office procedures, methods and computer equipment; use of personal computers and essential software.

      Ability to: demonstrate critical thinking skills that translate into written reports; collect, preserve, label, catalog, and store body-worn and vehicle-mounted camera footage as evidentiary items for presentation in criminal proceedings by legal standards; utilize computer hardware and software and other equipment commonly used in analysis and recovery of body-worn and vehicle-mounted footage; learn to interpret and apply Federal, State, and local policies, procedures, laws and regulations; work independently with minimal supervision; maintain confidentiality related to the area of work; operate and use Axon Evidence.Com system, Axon Performance system, modern office equipment including a personal computer and appropriate computer programs. Communicate clearly and concisely, both orally and in writing; operate a personal computer and applicable software; work and act as a team player in all interactions with other employees; always provide a high level of customer service; project and maintain a positive image with those contacted during work; develop and maintain collaborative and respectful working relationships with team members and others; consistently provide quality service; maintain regular and dependable attendance.

      SELECTION PROCESS

      Application Review (Pass/Fail) – An on-line application is required. Attaching a resume does not substitute for a completed application; incomplete applications will not pass the application review. Candidates deemed most qualified will be invited to participate in the remainder of the selection process.

      Oral Interview (Pass/Fail based on 70%) - Questions will be job related and may include, but not be limited to, the qualifications outlined in the job announcement. Minimum passing score of 70% is required. The oral board will consist of a three to four-member interview panel who will ask the same position-related, preestablished written questions of all candidates. The panelists’ evaluations will be combined resulting in candidate interview scores.

      Eligibility List - Successful candidates’ final scores will be ranked order of high/low. All candidates who successfully pass the oral board interview process (70% or better) will be placed onto the Clark County Civil Service eligibility list according to rank. Rank is established by the candidate’s overall oral board interview score. The Civil Service Commission will review and certify the list to be in effect for one year from the date of list certification.

      Background Investigation - Involves a comprehensive investigation based on information provided by finalist’s personal history statements (from high school years forward). The Background Standards for
      public safety positions in the Clark County Sheriff’s Office (CCSO) reflect the very high standards demanded of candidates for public safety job classifications and safety sensitive positions within county service. They are designed to identify the kinds of behaviors which are required of public safety officers serving the citizens of Clark County.

      Each candidate's past choices, judgments, and behaviors will be compared to these demanding standards. Candidates who fall short of demonstrating consistently sound decision making, maturity, and responsible past behaviors in each of these areas will not be further considered for employment in these critical positions. Each Standard represents an area that is essential for success in public safety employment. CCSO identifies and selects only those individuals with the highest chance of success in their training and in continuing employment in these critical positions. Candidates are asked to critically assess their own background considering these Standards before beginning the examination process. The Civil Service Commission will review and certify the background prior to the final interview.

      Final Interview aka Rule of Five – The Sheriff’s Office will invite the top 5 candidates from the eligibility list, who have passed the background, to participate in the Sheriff’s final selection interview. (Note: All offers of employment are contingent on successfully passing a drug test and a polygraph exam).

      Post Offer Process: Selected candidate will be given a polygraph exam, and be drug tested.

      Veteran’s Preference*

      In accordance with the Revised Code of Washington (RCW 41.04.010), employment preference is given to veterans as defined by (RCW 41.04.07) who have received an honorable discharge or received a discharge for medical reasons with an honorable record.

      Qualifying candidates will receive 10% added to their final (combined written and oral board exam) scores unless they are receiving military retirement. If qualifying candidates are receiving military retirement, 5% will be added to their overall final score. Veteran’s working for a city or county – who are called into active service for at least one or more years, may receive 5% to first promotional examinations only.

      *NOTE: Veterans preference applies to all Clark County Sheriff’s civil service entry-level positions. Please provide a DD214.

      Examples of Duties

      KEY TASKS AND RESPONSIBILITIES

      Body Worn Camera (BWC) Data Management:

      • Manage and maintain data generated by body-worn cameras and related software.

      • Ensure the accuracy, integrity, and security of all BWC-related data.

      • Develop and implement data management protocols and best practices.

      • Monitor Axon Performance BWC Squad Metrics, which include:

      • Compliance with BWC policy and procedures

      • View how BWC's performance has changed over time. There may be situations where performance improves or gets worse over time.

      • Integrate training based on performance data analytics.

      • Audit BWC for quality assurance

      Analytics and Reporting:

      • Generate various reports, including various CALEA Reports, Annual Reports, Bias-based Policing Reports, Officer Injury Reports, Officer Use of Force Reports, Traffic and Collision Reports, NIBRS Validation Reports, and Ad-hoc Reports.

      • Provide strategic analysis by forecasting department needs based on current and historical data. Strategic analysis includes creating statistical models that help administrators deploy resources, update policies, and prepare for growing and changing needs based on population, housing, employment, commercial, and residential changes.

      • Creates data visualizations and written products, including policy briefs, research memos, and presentations, that concisely and clearly describe complex analyses to law enforcement and community audiences. Prepares and maintains a variety of reports, maps, correspondence, forecasts, and/or related documentation.

      Forensic Analysis:

      • Conduct forensic analysis of digital evidence collected from body-worn cameras and other sources.

      • Utilize tools such as or similar to i2 / iBase, GeoTime, Cellbrite, EnCase, and other forensic technologies.

      • Ensure the chain of custody and maintain the integrity of digital evidence.

      Dashboard Development:

      • Create and maintain dashboards to visualize key performance metrics and trends.

      • Collaborate with cross-functional teams to develop user-friendly dashboards for law enforcement agencies.

      • Use Machine Learning and Artificial Intelligence to power insightful and informative briefing dashboards for patrol officers and detectives.

      • Provide intelligence analysis by developing link charts and analyzing criminal individuals and organizational behavior. To enhance investigator efforts by turning raw cell phone, GPS, trends, financial information, and other data into useful, actionable information.

      • Prepare an analysis to assist the Sheriff and the Communications Manager when responding to the media, individual citizens, advocacy groups, and non-governmental organizations.

      • Perform other duties and responsibilities as assigned.

      Retirement Information

      All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
