      Job Description

      BAE Systems is hiring a Director, Programs - Planning, Scheduling, and Operational Excellence for our Ship Repair business in Jacksonville, FL. The role manages and directs planning, scheduling, and progressing of projects of all contract types, including Firm Fixed Price and Cost Plus. Ensures compliance with NAVSEA Standard Items and other contractual requirements. Coordinates, prioritizes, and synchronizes the advanced (B&P) and in-execution planning of Firm Fixed Price, Cost Plus, and Commercial projects. Assists in work item development, milestone establishment and sequencing, and compliance with technical and contractual requirements. Directs Document Control processes, Charge Code development, budget distributions, and formal communications to the government.

      Responsibilities:

      • Leads Program and Project performance metrics development and assessments thereof.
      • Integrates closely with the Project Management Organization and Finance to make performance metrics and related data actionable.
      • Defines, plans, develops, and implements strategies, policies, practices, and programs that leverage the corporation’s skills, capabilities, and experience for government and commercial customers in support of business objectives.
      • Conducts regular reviews of program performance through measurement to ensure program objectives are met, including budget and time constraints.
      • Maintains and complies with BAE Systems Life Cycle Management (LCM).
      • Helps to ensure achievement of financial, schedule, technical, and new business performance objectives.
      • Participates in the development of financial plans for the company.
      • Participates in the development of new business initiatives in market adjacencies while reinforcing and further growing the company’s position in existing markets.
      • Works with and integrates support matrix functions (Procurement, Contracts, Finance, Operations, Planning, Estimating, Business Development, Scheduling, Programs, etc.) to achieve business goals across the spectrum of business activities but especially focused upon Proposal Development, Lessons Learned, and Operational Excellence lines of effort.
      • Ensures contract changes are tightly linked, incorporated with and integrated into project Integrated Master Schedules.
      • Monitors and manages Schedulers’ job performance.
      • Establishes and enforces clear planning and scheduling business rules that ensure scheduling and Earned Value data fidelity.
      • Produces project and portfolio management tools to enhance assessments, productivity, and performance forecasting.
      • Establishes controls for monitoring and tracking schedule progress, cost performance, status, and performance for each contract.
      • Develops and analyzes metrics to drive behavioral changes and process improvements in cross-functional areas of planning, cost performance, and schedule performance to enhance profitability and long-term growth.
      • Benchmarks project, program, and portfolio performance; provides business insights to the Senior Leadership Team while advising on priorities, actions, and critical decisions.
      • Develops solutions to complex problems, which require the regular use of ingenuity and innovation.
      • Ensures solutions are consistent with organization objectives.
      • Assesses and makes recommendations regarding resourcing forecasts, allocation priorities, and performance to plan across the Portfolio of work.
      • Integrates with Finance to align performance/resourcing plans with Sales forecasts.
      • Foresees resourcing constraints and develops options to mitigate.
      • Participates in contract negotiations and changes; assists with coordination and preparation of proposals, business plans, operating budgets, and financial terms/conditions of the contract.
      • Participates in strategic business planning, business development activities, solution development, and assists with driving innovation and alignment of corporate investments with new and emerging customer needs.
      • Identifies opportunities for growth.
      • Integrates with Estimating and Proposal Development teams to inform Capture decisions on upcoming opportunities.
      • Integrates with Procurement to identify new partners and vendors and develop relationships that contribute to business-building and redundancy/resilience-building.
      • Leads the shipyard’s Operational Excellence (OE) program.
      • Interfaces with key OE leaders within BAE Systems to share best practices and efficiency opportunities.
      • Collaborates closely with Project Managers, Craft Managers, Safety, Environmental, and Quality Assurance to capture, assess, disseminate, and institutionalize lessons learned.
      • Provides planning input to all past performance surveys for Firm Fixed Price and Cost Plus performance periods in areas of technical, schedule, cost, and management to include metrics.
      • Exercises considerable latitude in determining objectives and approaches to assignment.
      • May function in a project or program leadership role.
      • Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives.
      • May interact with senior external personnel on significant technical matters often requiring coordination between organizations.
      • Identify and assess project risks and issues, and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
      • Interprets and recommends modifications to company policies and practices.
      • Interacts with senior management and others concerning matters of significance to the company.
      • Conducts business and technical briefings for senior and top management for external representatives.
      • Models and demonstrates strong leadership in ethics, safety, and security.

      Required Skills and Education

      • Bachelor's Degree and 12 years work experience or equivalent experience
      • Experience in a Shipyard environment as a Prime Contractor on U.S. Navy surface Ship Repair contracts
      • Experience in Program Management, including managing complex projects and systems, which require systems integration, operation, and maintenance
      • Experience in Program/Project Planning, Scheduling, and/or Operational Excellence
      • Experience in People Management, including managing diverse teams comprised of personnel from multiple companies and functional areas
      • Knowledge of Earned Value Management System (EVMS)
      • Knowledge of NAVSEA Standard Items
      • Knowledge of Joint Fleet Maintenance Manual
      • Knowledge of work item development
      • Ability to communicate clearly to executive audiences
      • Strong leadership, negotiation, problem solving, and organizational skills
      • Advanced writing, presentation development, and oral communication skills
      • Proficient in Microsoft Office: Excel and Power Point

      Preferred Skills and Education

      • Bachelor’s Degree
      • Project Management Professional (PMP) Certification
      • Experience in project scheduling software tools: MS Project, Primavera, Open Plan, etc.
      • Advanced skills in MS Excel
