The Director, Budget Services oversees activities related to budget preparation of agency's $1.3-billion-dollar budget. Specific duties include, but are not limited to:
* Supervises the preparation, maintenance and management of an overall agency or division budget.
* Provides leadership to subordinate managers and staff.
* Supervises and participates in budget preparation and maintenance.
* Provides recommendations on fiscal and budgetary matters.
* Monitors the day-to-day activities of the budget process.
* Monitors expenditures to ensure compliance with audit guidelines and legal and procedural requirements.
* Maintains comprehensive knowledge of governmental budgeting procedures and common operating methods in budgeting.
* Directs the preparation of the Zero Base Budget (ZBB) and/or Results Based Budget (RBB).
* Develops and modifies planning and budget policies and procedures.
* Coordinates the budgetary operations with statistical section, operations analysis, and planning and accounting function.
* Analyzes actual performance against budgeted performance and makes determination of causes for budget variances.
* Manages human resources and directs administrative activities for staff of fifteen.
* Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees.
* Serves as the budget liaison with the Governor's Office of Planning and Budget (OPB), the House Budget and Research Office (HBRO) and the Senate Budget and Evaluation Office (SBEO).Notes:

Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess the following:
1. Five years of progressively responsible experience and at least three years of managerial experience in a financial setting, five years utilizing accounting software system i.e. SAP, PeopleSoft, Oracle, Great Plains, Workday, etc.
2. Five years of experience in expenditure analysis and forecasting utilizing excel and reporting databases to analyze financial data.
3. Three or more years leading or managing a budget in a Georgia State Government Agency.
4. Job experience with a statewide-level budget office within the State of Georgia.
5. Knowledge of State Government financial operations with experience utilizing the Office of Planning and Budget's Planning and Budget Cloud Services (PBCS) system.Bachelor's degree in public administration, business administration, accounting, finance or a related field from an accredited college or university AND Four years of experience in general management, accounting or budgeting OR Eight years of experience in general management, accounting, management analysis or budgeting. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.Additional InformationAbout the company
