Job Description

- Reporting to the Executive Director Strategy & Communications, the Director Corporate Communications is responsible for establishing and overseeing corporate communications plans and projects to support the strategic development of the organization, leading the Corporate Communications, Visual Operations, and Media Relations Sections, its staff, contractors, and programs to ensure the services and programs of the organization meet the needs of the diverse community and the organization.
- Assist, advise and support Executive Command on all aspects of corporate communications, media relations, content marketing issues management and coordination with the Ottawa Police Services Board.
- Oversee and manage Section Leaders.
- Review program goals and objectives annually to ensure fulfillment and alignment with corporate goals and objectives.
- Work with the Director of Finance to establish and maintain an effective financial management system for Directorate.
- All Directors are accountable for the development, monitoring, and reporting of financial resources including all overtime in their section as per the Overtime Management Policy.
- Authorize all administrative purchases and payments made on behalf of the sections’ budgets.
- Oversee the development of a long-term plan to cultivate, at all levels of the OPS, strong corporate communications internally and externally.
- Oversee the development and implementation of the communication program (including a digital strategy and social media plan) of the Ottawa Police.
- Oversee the development of clear and coherent practices, procedures and guidelines for ongoing corporate communications that works directly with communities and police personnel including Executive Command to ensure services are delivered in a professional, timely and effective manner.
- Evaluation of Corporate Communications initiatives.
- Work with community groups, stakeholders, and the Police Service on strategic and business planning issues.
- Ensure the development and implementation of an approved system for capturing and evaluating information in a timely manner.
- Ensure measurement and assessment tools and programs are in place that provides objective information on the quality and effectiveness of communications programs and initiatives.
- Review goals and objectives relative to corporate communications initiatives on an annual basis to ensure that they are appropriate and measurable, and to recommend any adjustments.
- Oversee the development of a long-term digital strategy, content marketing and corporate identity / branding plan.
- Oversee execution of content marketing initiatives, projects, and collateral production to verify marketing objectives are achieved.
- Oversee the establishment and implementation of corporate identity standards and brand / style guidelines.
- Oversee the development of a long-term plan to cultivate, at all levels of the OPS, strong relationships with the media.
- Oversee the development of clear and coherent practices, procedures, and guidelines for responding to social media, the media, and media related issues.
- Oversee the development of a proactive social media and media relations program.
- Oversee the organization’s response to major, critical, or controversial issues, to ensure that the integrity and reputation of the OPS is protected and preserved.
- Ensure the provision of high-quality communications materials as required for executive command senior management or members of the OPS.
- Review, coordinate and provide advice on reports to the Ottawa Police Service Board.
- Ensure measurement and assessment tools and programs are in place that provides objective information on the quality and effectiveness of media relations programs and initiatives.
- Establish and maintain contacts with media relations peers in other police services across Canada to keep informed of emerging best practices, technological innovations, and cross-service issues.
- Ensure strategic communications are planned and executed to align with outcomes of enhancing public trust, duty of care internally and externally and to further evolve aspects of community safety and well-being (CSWB) by adopting and including community co-design/co-production as part of all aspects of planning and delivery.
- Ensure Equity, Diversity, and Inclusion (EDI) principles and approaches are incorporated in all communications by leveraging the Service’s EDI & Engagement Lens to ensure an inclusive approach to communications.
- Four (4) year University Degree in Communications, Public Relations, Public Administration, Social Sciences, Business, or other relevant discipline.
- Experience and formal training combined may substitute for stipulated education requirements.
- Five years (5) Communications, Public Relations, or Media Relations experience in a leadership role.
- Strategic program development and implementation.
- Experience in policy and process development.
- Developing business plans, project proposals and budgets with respect to Corporate Communications and / or related initiatives.
- Experience preparing professional reports for presentation to Senior Management / Board of Directors.
- English – fluency in oral, reading, and writing.

Salary Information: $155,644.58 - $165,612.72 annually. (2018 rates of pay)
