- In conjunction with the CFO and Senior Management team, establishes and maintains departmental strategies and multi-year plans that support the Museum’s strategic plan and objectives.
- Directs the Facilities and Protection Services operating budgets and related capital improvement and replacement budgets.
- Sets the strategic direction for and oversees the creation, implementation and regular update of departmental policies, procedures and practices, including business continuity planning and emergency preparedness. Ensures compliance with relevant laws and alignment with corporate objectives and strategies.
- Drives a culture of continuous improvement across the departmental operations by adopting and deploying leading-edge methodologies that embrace Lean thinking and removing waste from operations processes.
- Directs and controls building and operations projects, including life cycle replacement programs (facility-related assets and equipment).
- Ensures integrated approaches to engineering, architecture, project management, planning, space planning and design standards while developing and incorporating accessibility.
- Ensures that all projects/contractors meet required building code and health and safety requirements.
- Is responsible for the efficient and effective management of all aspects of physical security, including emergency preparedness. Leads the organization’s emergency response procedure and acts decisively and with sound judgement in situations where people’s lives and property are at risk in an emergency.
- Provides strategic direction on procurement and departmental sub-contracts. Oversees and evaluates the tendering process by drafting requests for proposals, evaluating bids, leading negotiations and reviewing and awarding contracts.
- Post-secondary degree in a relevant discipline (e.g., Engineering, Science, Business Administration, Project Management, or Architecture) or trade certificate, as well as a minimum of 7 years’ experience applying strategic and operational business approaches to achieve outcomes and maximizing performance expectations. A combination of education and related experience may be considered.
- Minimum of 5 years in a leadership role with a focus on facilities.
- Commitment to human rights principles, including respect, equity, inclusion and dignity for all.
- Experience managing a diverse team of professionals, including contractors.
- Experience procuring and administering service contracts.
- Technical knowledge and experience in facility-related systems, for example, building, electrical, HVAC, structural, site, mechanical, lighting control, landscaping, design project management, building automation and energy management.
- Ability to expertly manage multiple projects in various stages.
- Knowledge related to contract law, negotiations, finance, communications and marketing.
- Knowledge of sustainable building concepts and the Leadership in Energy and Environmental Design (LEED) system.
- Excellent collaboration, interpersonal and presentation skills.
- Excellent communication skills, both oral and written.
- Strong analytical skills; can present a solid and well-founded business case.
- Professional Engineer in the province of Manitoba.
- Ability to communicate proficiently in both official languages.
- Ability to engage and motivate teams.
- Experience working with a diverse workforce in a complex or multi-faceted workplace.
- Experience leading in a unionized environment.
- Experience developing relationships and partnerships.
- Working knowledge of museums or cultural institutions or public sector institutions.
- Work is often in an office environment and may require long periods at a desk reading through lengthy documents and in front of a computer.
- Some travel may be required.
- May require working in undesirable conditions (poor weather/construction environments/off hours and shift work periodically) during project meetings and site inspections.
- Will require frequent walking, observing and monitoring.
- Available to respond to emergencies during evenings/weekends, as needed.

The Canadian Museum for Human Rights (CMHR) is a national museum dedicated to the evolution, celebration and future of human rights. It is the first national museum in Canada to be built outside the National Capital Region. Reporting to the CFO and Vice-President, Internal Services, the Director, Facilities and Protection Services is responsible for leading strategic initiatives and overseeing the ongoing operation of the CMHR’s facilities and protection services departments, including the related systems and assets, planning and directing of capital and operational projects. The incumbent will provide leadership for the Facilities Management and Protection Services teams that ensure a safe, functional and effective environment for staff, volunteers and visitors.
The successful candidate will be a courageous and empathetic leader, a strong and thoughtful communicator, critical thinker and innovator, and will bring a collaborative approach to their role.
