Provides strategic oversight of the engagement and outreach departments for LOPL system wide initiatives and partnerships. Supervises the work of the Community Engagement Coordinators to ensure proper administrative oversight and coordination of outreach and engagement events, data collection and tracking of department work. Works closely with educational institutions and community organizations in Chatham, Effingham, and Liberty County to develop collaborations and promote LOPL programs and resources.Assists in other LOPL events organized to publicize the library in the community including fundraising events and community programs in Chatham, Effingham, and Liberty County events.

Develops and supervises strategies which increase the community’s awareness of library services and programs.

Plans and coordinates public and community events and activities in the promotion and marketing of the library.

Participates in meetings with community groups as needed to help drive understanding and build trust and support for LOPL’s goals; presents opportunities for engagement and partnerships.

Contributes expert knowledge of LOPL’s communities related to trends, issues, and interests to develop creative and innovative engagement strategies, addressing goals and community needs & opportunities.

Directs and supervises the work of Community Outreach Coordinators; provides regional oversight at community events on behalf of LOPL administrative team.

Provides publicity for LOPL involvement in public events.

Handles supplies within the assigned budget for LOPL community publicity (giveaways); works with Communications Department as necessary to purchase marketing items as necessary.

Makes recommendations to the Executive Director, Deputy Director and Director of Finance in annual budget preparation relating to services and operations, long range, and strategic planning.

Creates a standard, system-wide volunteer policy with administrative oversight.

Maintains files including all required paperwork on volunteers, including but not limited to signed waivers, applications, orientation certificates, emergency contacts, etc.

Oversees the volunteer orientation and training process.

Gathers and maintains statistical data for monthly and annual reports for state agencies, local governments (funding agencies) and LOPL Board.

Determines monetary value per current volunteer value assessment.

Coordinates annual recognition for volunteers.

Supports communications efforts for the Library Foundation.

Plans, implements, and evaluates special events with an eye toward building and growing community awareness, potential philanthropy opportunities, and volunteerism with the library.

Builds and sustains relationships that energize and motivate funders and community organizations to become sustainable givers and/or partners.

Assists with grant writing, editing, and reporting.

Tracks and collects library statistics, stories, and images to support advocacy and fundraising efforts.

Directs and supports the work of the Communications Manager

Provide strategic oversight to the creation and implementation of fiscally responsible and cohesive communications and marketing plans for the Library.

Develops a reasonable spending schedule and budget for the promotion of library services and programs to support individual library branches and system-wide outreach goals.

Coordinates public relations statements, fosters and maintains relationships with local and regional stakeholders.

Conducts press conferences.

Manages the communications plan, budget, and mass promotion of major organization initiatives.

Manages a cross-departmental information committee in order to continuously expand the promotion of Library services, programs, and news.

Coordinates the distribution of multiple internal and external communications pieces, primarily through a digital format but also print.

Works closely with the Public Services, Technology, and Human Resources teams to maintain the information and integrity of the public Library websites.

Oversees creation of a cache of flexible design templates and materials for the promotion of library programs and services.

Evaluates stakeholder needs.

Represents the Library at community meetings and professional conferences.

Prepares periodic reports on activities in assigned areas of responsibility, library activities, and market research.

Answers questions and correspondence from the public, patrons, and staff. Works closely with all other departments and teams to maintain the information and integrity of information shared with the public online and in person.

Three (3) years of experience managing a department

Proficiency with a variety of Social Media platforms including email management systems required.

Experience in Public Relations, Advertising, Marketing, Web Design, understanding of Information Architecture and a basic knowledge of HTML are necessary.

Progressive professional responsibility in communications with a non-profit organization preferred.
-
Experience working in a library or educational environment is preferred. Equivalent combination of training and experience in non-profit public relations or journalism is acceptable.

Proven entrepreneurial experience with a strong ability to identify new opportunities and build relationships.

An understanding of fundraising and development preferred.

Experience with community development and public library outreach preferred

Experience working in a library or educational environment is preferred.

JOB SUMMARY
Under the direction of the Deputy Library Director, develops and implements community engagement and communication strategies for Live Oak Public Libraries (LOPL). Plans, directs, and oversees communications and engagement activities, including philanthropic growth for the Library through partnership with the Live Oak Public Libraries Foundation. Uses the library’s Strategic Plan to establish goals that support Library programs, services, initiatives. Cultivates relationships with current and potential strategic community partners.

Education and Experience:
Requires a Bachelor’s Degree in Communications, Public Relations, or closely related discipline or equivalent combination of education and experience.

Valid driver’s license and insurability required. Must have reliable transportation to travel to the 16 LOPL branches and various community events and meetings as needed.

Knowledge, Skills and Abilities:
PHYSICAL DEMANDS
Work is typically performed with the employee sitting at a desk, standing for extending periods, or bending/stooping. The employee must be able to lift and carry up to 50 pounds routinely, climb ladders, climb stairs, stand for extended periods of time, extended walking within and outside branch locations, reach, bend, and stoop. Full range of hand and finger motion is required for data entry purposes. The ability to distinguish color is required for network wiring purposes. Additionally, the following physical abilities are required:

WORK ENVIRONMENT
Typical office/library environment. Some fluctuations in building temperature related to HVAC problems can cause uncomfortable periods of heat or cold. Some periods of elevated noise levels. Some stress related to the type of work being performed may be encountered e.g., pressure related to periods of high-volume activity and multiple demands.
The work week is a 40-hour work week. After Hours and holiday availability, while rare, is required.
