- Direct and oversee implementation of Sempra’s political reporting and compliance program, including direct supervision of team and its annual work plan, compliance training and reporting to enforcement agencies at the local, state and federal level for all U.S. jurisdictions where we do business. Provide oversight on budget, approval process and check distribution for all corporate political contributions and all PAC distributions in accordance with the law. Lead the continued employee education and training on US federal, state, and local lobbying/political/government gift laws and compliance matters affecting the jurisdictions where Sempra operates.
- Oversee and direct SEEPAC, including member recruitment and solicitation, political events, member communications, organizations’ member website and all related Federal Election Commission filings related to such expenditures. With team, develop materials for SEEPAC’s Board of Directors meetings and serve as the primary management “face” of SEEPAC for its members.
- Oversee and direct the strategy and day-to-day operations of the Sempra Foundation and corporate charitable giving functions. With team, develop materials for Sempra Foundation’s Board of Directors meetings. Develop and implement a charitable giving strategy that aligns with our business model, strategy and objectives; and helps advance Sempra's brand and values externally. Analyze and manage all funding requests. Oversee compliance with relevant laws and regulations, including evaluation of target organizations.
- Oversee the company’s membership strategy and engagement in trade, industry and non-charitable organizations that advances Sempra's brand and values and supports our business strategy and objectives. Prioritize investments, coordinate board and committee assignments, refresh portfolio on an ongoing basis. Identify thought-leadership and relationship-building opportunities, and other value-added initiatives to maximize the company’s funding and time investment of participants.
- Strategize, develop and oversee the implementation and administration of certain employee engagement programs as part of the Sempra Employee Giving Network and employee giving platform, including employee charitable giving and supporting systems, and employee engagement programs and communications as-needed that demonstrate listening and responsiveness to employees' needs. With team, develop materials, and reports for Sempra Employee Giving Network Board of Directors meetings.
- Engage functional leaders across the Sempra family of companies through regular communication and meetings to promote shared goals and ensure compliance with programs. Cultivate and maintain strong relationships with internal and external stakeholders, including trade associations, industry and non-charitable organizations, key non-profit organizations, and community leaders.
- Drive ad hoc reporting and deep program-related analysis to ensure all programs within the department are consistently executing at the highest level and providing insights to guide leadership decision making. Develop and implement performance metrics across all programs.
- Perform other duties as assigned (no more than 5% of duties).
- Bachelor's Degree Political science, public administration, public relations, law or related field is required.
- Master's Degree Management consulting and/or operational management experience-preferably in a complex corporate environment is preferred.
- 10+ Professional experience with management of governmental, regulatory or public/community issues is required.
- 10+ Supervisory/Managerial experience is preferred.
- 10+ Experience with government and/or public agencies is preferred.
- The ability to motivate employees, drive innovation and lead change initiatives while maintaining employee engagement.
- Excellent verbal, written and interpersonal communication skills.
- Ability to manage multiple tasks and activities in a timely manner and be responsible for specific outcomes.

Primary Purpose
Advance Sempra's brand and values by leading the company's political compliance, engagement and reporting, and the corporate citizenship function which includes the Sempra Foundation, community engagement and reporting, corporate charitable giving, employee giving, and certain internal employee engagement programs and communications. Direct political reporting and compliance function, including oversight and payment of corporate political contributions, manage Sempra's Political Action Committee (SEEPAC), oversee employee training, political reporting and compliance training connected with laws and regulations in Federal, local and state jurisdictions where Sempra operates. Lead day-to-day efforts related to Sempra's charitable giving and Foundation, affiliation/memberships strategies, including priorities and investment allocations, Sempra's Employee Giving Network, and oversee relevant screening and reporting processes.
