Overview Pending funding availability and approval of the SY25 CFA by TDOE and HCS Board. The purpose of the Director of Early Learning provides overall leadership for the early education program, including active involvement with students, faculty, and staff. The director provides guidance and leadership in instruction and curriculum planning and evaluation. Responsibilities Serve as a liaison for Head Start collaboration and expansion sites and other community based Pre-K programs Directs recruitment and retention of PreK staff to be in alignment with PreK requirements Directs recruitment and enrollment PreK students and families to ensure all PreK classrooms meet class size and economic requirements Serve as Chairperson of the Pre-K Advisory Council Plan and conduct professional development for Pre-Kindergarten program Write and administer state and federal grants for early childhood funding for the district Verify applications for Pre-K students for compliance with State, Federal, and local guidelines and requirements Ensure that all classes meet child care licensing guidelines and are in compliance with the State Scope of Services Collaborate with school and site administrators to ensure program compliance Complete and submit all Pre-K reports to the State Department Supervise and evaluate Pre-K teachers and teaching assistants in community based settings, and support evaluations for school-based sites Collaborates with district departments, such as the Exceptional Education department, concerning inclusion. Collaborates with community agencies to promote effective Early Childhood Education Collaborates with Chambliss Center for the supervision of district child care facilities Directs the planning, development, and implementation of programs, policies, and procedures for assigned areas to ensure the effective utilization of resources to support the vision and mission of the school district. Creates and implements vision for the assigned department. Creates a customer-focused climate and provides quality services and support to schools and other stakeholders. Consults and collaborates with officials and stakeholders to ensure efficient school operations. Evaluates effectiveness of operations and programs in assigned areas; identifies and recommends improvements or enhancements. Supervises, directs, counsels, disciplines, and evaluates assigned staff. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex problem situations, and provides technical guidance and expertise to address problems in assigned area. Ensures compliance with district, state, and federal policies, regulations, and laws. Develops, recommends, and implements budget as assigned; monitors expenditures to ensure compliance with approved budget. Follows established procedures for ensuring assigned areas are safe. Communicates with supervisor, employees, other departments, school system officials, school officials/staff, teachers, parents/families, students, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Maintains confidentiality. Adheres to the Teacher Code of Ethics as defined by Tennessee Law and Code of Professional Conduct as defined by Board Policy 5.6011. Use computers and other technology to enter and access information related to essential job functions. May operate a motor vehicle to conduct various work activities. Travels to school and other locations as needed. Attends work as scheduled and arrives to work on time. Performs other duties as assigned. Qualifications Knowledge/Education/Experience: Minimum of a Bachelor’s degree in education or related field. Master’s degree in education and leadership or related field strongly preferred. Seven (7) years of effective teaching experience. Preferred experience in an early learning environment. Three (3) years of progressively responsible management-level experience or K-12 administrator experience. Valid state of Tennessee teaching certification required. Valid state of Tennessee administer license preferred. If you hold a teaching license in another state, you must apply for a Tennessee teaching license. Must possess a valid state-issued driver’s license. Skills/Qualifications: Ability to communicate effectively verbally and in writing with stakeholders inside and outside HCDE. Ability to work in a highly visible and fast-paced work environment. Ability to work under pressure and deal effectively with unexpected events. Demonstrated ability to effectively work with a diverse group of stakeholders. Ability to use multiple technology devices to complete essential functions of job. Demonstrated skills in planning, organization, problem-solving, decision-making, and time management. Bilingual skills – fluent in Spanish and English desired, though not required. Compensation: Salary is based on a combination of relevant education and experience.
