- Bachelor’s Degree from an accredited college or university in Computer Science or a related field. Master’s degree preferred.
- Minimum 10 years of related work experience and 5 years supervisory experience. Additional experience or demonstrated understanding of utility operations, manufacturing or a non-IT area preferred.
- Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge, and abilities for the position.
- Must complete required HIPAA training within the first 6 months of hire.
- Must possess and maintain a valid Class ‘R’ Colorado driver’s license and have a satisfactory driving record.
- Project Management Professional (PMP) Certification from the Project Management Institute (preferred).
- Above all, ensure that basic software and hardware needed by the majority of employees are easy to use, have maximum uptime, work anywhere, and are secure.
- Provide strategic leadership and oversight of daily activities for Denver Water’s Information Technology team including, but not limited to: business technology applications, IT infrastructure (including data centers), industrial control systems (including process control/SCADA), business intelligence and data analytics, network services, IT project management, data management, client support services, software procurement and maintenance, technology innovation and research, hardware procurement and maintenance, and software licensing with associated tracking/reporting.
- Develop, maintain, and implement a technology road map that supports Denver Water’s strategic plan.
- Oversee IT disaster recovery and business continuity.
- Work closely with Director of Information Security, Director of Emergency Management, and Chief Administrative Officer (CAO) to safeguard virtual and physical assets.
- Act as a consultant to the Enterprise Project Management Office and executive team as they evaluate business needs and set strategy for technology systems.
- Provide strategic direction regarding infrastructure and hardware solutions that provide redundancy, data security, are cost-effective, and leverage cloud-hosted applications where appropriate.
- Provide strategic direction to, coordinate activities of, develop, mentor and coach staff.
- Create and nurture a culture of customer service that includes excellent internal partnerships, simplifies delivery of IT services to the organization, delivers what the business needs to do its job and always keeps the end customer in mind (water customer).
- Negotiate and administer vendor, outsourcing and consultant contracts and service agreements.
- Establish IT governance, including policies, procedures, quality standards and work methods, to ensure effective implementation of IT services.
- Develop and manage the budget for all IT services, software, and hardware.
- Support the organization’s risk management program by using sound risk management theories (e.g. vulnerability assessments, HIRA, THIRA) to identify and mitigate relevant risks.
- Provide periodic updates to the executive team and Board.
- Perform related work as required.

- Experience with IT research and development or a demonstrated commitment to fail-forward innovation and identification of technology solutions that yield a measurable return on investment.
- Understanding of IT governance and experience with its application to guide users and IT staff in successful implementation of technology.
- Conceptual, creative, problem-solving, and critical thinking skills.
- Risk analysis and risk-based decision-making skills.
- Excellent verbal and written communication skills, including the ability to translate complicated concepts and technical language into lay terms.
- Experience with disaster recovery, COOP, cyber and other emergency management principles.
- Knowledge of operations outside of IT.
- Strong financial skills, including the ability to evaluate technology options against business needs, balancing value, and limited resources.
- Recognizes when and why change-management strategies are needed and has demonstrated experience applying them (directly or through others).
- Ability to negotiate, influence, facilitate, advocate, and market new ideas.

Position Summary
Leads the Information Technology team at Denver Water. With other stakeholders from across the business, responsible for providing leadership and strategic vision across diverse teams that support enterprise IT hardware, software, and services at Denver Water. Plans, directs, and oversees implementation of that strategy, including leading staff and contractors, managing budgets and schedules, and ensuring optimal business value for all IT services.
