      The City and County of Broomfield (CCOB) is seeking a highly skilled, dynamic, visionary to lead our Finance team of 40 individuals, which includes; overall operations, budget, revenue, accounting, procurement, and grants divisions. The 2024 budget projects $905 million total sources of revenue with a budget of $630 million.


      This is an incredible opportunity for an experienced visionary Finance Director to serve as a collaborative, strategic partner and drive financial excellence that continues to shape the future of our organization. A multidisciplinary team is embarking on a journey to transition from a semi-manual antiquated financial system towards an integrated, robust, and transparent Enterprise Resource Planning (ERP) system.


      Broomfield features a council-manager form of government. The City Council, which also functions as the County Board of Commissioners, consists of a ten member board with a mayor. The City Manager’s Office is led by the City and County Manager and supported by two Deputy City and County Managers. This position reports directly to the City and County Manager in partnership with the Executive Team and is charged with designing, creating, and executing on a strategic short-term and long-term roadmap.


      Broomfield is a unique community, as we are a City that manages a County. Broomfield became a City & County in 2000 and operates seamlessly from a financial perspective. Broomfield is located in the foothills of the Rocky Mountains along U.S. Highway 36, seventeen miles northwest of Denver and nine miles south of Boulder. Brroomfield’s location between Denver and Boulder is desirable for families and businesses due to its direct access to cultural amenities and educational opportunities while being rated the #4 Healthiest community in the nation by Money Magazine.       Total Compensation Package

      Salary Range: $180,252 - $243,859 annually, plus a $350/month car allowance

      Primary Responsibilities:

      • Provide strategic direction and leadership to the finance department staff, fostering a culture of excellence, teamwork and professional development.

      • Lead the development, implementation and monitoring of the City and County's annual budget, ensuring alignment with strategic priorities, revenue projections, and expenditure controls.

      • Prepare comprehensive financial reports, statements and analyses for presentation to City and County officials. Provide insights and recommendations based on financial data to support decision-making.

      • Manage revenue forecasting, collection, and compliance processes, including property taxes, sales taxes and other revenue streams.

      • Ensure compliance with applicable laws, regulations and accounting standards, including Governmental Accounting Standards Board (GASB) principles. Implement internal controls to safeguard assets and mitigate financial risks.

      • Thorough knowledge of governmental accounting principles, budgeting processes and financial reporting requirements.

      • Proficiency in financial modeling, data analysis and scenario planning to drive informed decision-making and optimize financial performance.

      Minimum Qualifications:

      Training/Education

      • Bachelor’s degree from an accredited college or university in Accounting, Finance, Public or Business Administration or closely related field.

      • A Master's degree in Accounting, Finance, Public Administration is preferred.

      • GFOA designation as a Certified Public Finance Officer is desirable.


      Experience

      • At least ten (10) years of increasingly responsible Finance experience in a combination of the following areas: accounting, budgeting, financial administration, treasury management, and/or utility billing and administration.

        • At least five (5) of the ten (10) years total experience must have been in the capacity of CFO, VP of Finance, Director of Finance, Assistant Director of Finance, Deputy Director of Finance or a similar role as the first or second in command leading a Finance team of 10 or more employees.

      • Although experience in local government finance is advantageous, we welcome candidates with diverse finance backgrounds from both public and private sectors to apply.
