      SUMMARY

      Under general supervision, manages the daily activities and supervision of the Cash Management, grants accounting and Treasury functions, General Ledger processing and IT Financial accounting; responsible for supporting/coordinating the District’s annual financial audit, month end closing process and monthly financial reporting; assures compliance with MPS policies and local, state and Federal regulations.

Essential duties and responsibilities may include, but are not limited to, the following:

      • Assists in developing and implementing goals, objectives, policies, procedures and work standards for the department.
      • Plans, organizes, administers, reviews and evaluates the activities of assigned staff, including contract staff in assigned areas of responsibility; directs the selection of staff and provides for their training and professional development; recommends and implements discipline as required.
      • Reviews, approves, and posts District general ledger transactions including uploads and verifying accuracy; includes general ledger maintenance to SAP, approving new general ledger accounts and compliance with UFARS.
      • Researches and implements new accounting pronouncements and regulatory requirements.
      • Collaborates with District personnel and Accounts Payable to ensure transactions are in the guidelines for appropriate use of public funds.
      • Provides support and assistance to the Executive Director of Finance in the strategic management and decision making related to the Department’s processes and systems improvements.
      • Serves as a key member of the Finance Management team to develop/improve consistent procedures and focus on pertinent business and accounting issues.
      • Ensures that Finance Department procedures are in compliance with state and federal rules and regulations as well as MPS policies and procedures; ensures department processes incorporate appropriate internal controls.
      • Coordinates the District’s month end close with various operations departments including: Transportation, Community Education, Culinary and Nutrition, and Special Education.
      • Prepares analyzes and distributes monthly financials; assists departments with reconciliations and accrual entries.
      • Works with external auditors to coordinate the District’s audit activities including compiling preliminary fieldwork, final fieldwork, coordinating and preparing “provided by client” listings, approving audit adjustments, fixed asset coordination and district debt.
      • Directs the conduct of and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
      • Prepares footnotes and reviews the Management, Discussion & Analysis.
      • Verifies UFARS data and transmits to reports to the state.
      • Exercises independent judgment within policy guidelines; analyzes issues and recommends solutions.
      • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
      • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
      • Maintains absolute confidentiality of work-related issues, records and MPS information.

      MINIMUM QUALIFICATIONS

      Education, Training and Experience Guidelines

      Bachelor’s Degree in Accounting or Finance; AND five (5) years of professional experience managing financial operations; OR an equivalent combination of education, training and experience as determined by Human Resources.

      Knowledge of:
      • Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) for Public Sector financial management.
      • Principles and practices of financial analysis.
      • Legal, ethical and professional rules of conduct for public sector finance officers.
      • Federal and state fund accounting regulations, procedures, and accountability standards.
      • State and Federal laws governing public sector financial functions and funding.
      • Specialized MPS and state agency accounting software applications, including SAP and State of Minnesota Uniform Financial Accounting and Reporting Standards (UFARS).
      • Principles and practices of public sector administrative management, including strategic planning, budgeting, purchasing, contract management, customer service and employee supervision.
      • MPS organization, operations, policies and procedures.

      Skill in:

      • Planning, organizing, supervising, reviewing and evaluating the work of assigned staff.
      • Training others in policies and procedures related to the work.
      • Developing and implementing goals, objectives, policies, procedures and work standards.
      • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
      • Reading, interpreting, understanding, and applying accounting standards and procedures, applicable Federal and state rules and regulations, and MPS policies and procedures.
      • Monitoring and interpreting financial documents, and assuring compliance with all regulatory requirements governing public sector financial activities.
      • Using initiative and independent judgment within established procedural guidelines.
      • Maintaining complex financial and technical records.
      • Evaluating workflow and effectively prioritizing multiple tasks, projects and demands.
      • Answering questions, advising staff, and resolving problems on finance issues .
      • Establishing and maintaining effective working relationships with co-workers and clients.
      • Utilizing standard and specialized computer software.
      • Communicating effectively verbally and in writing.

      LICENSE AND CERTIFICATION REQUIREMENTS

      A valid Minnesota State Driver’s License may be required.

      PHYSICAL DEMANDS AND WORKING ENVIRONMENT

      Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
