      Primary Purpose: Direct, manage, and coordinate maintenance and custodial operations to maintain the district’s facilities and grounds in a condition of operating excellence for full educational usage. Provide all students with a physical learning environment that is safe, clean, attractive and functional. Qualifications: Education/Certification: Bachelor’s degree in facilities management, administration or other relevant field preferred Master’s degree preferred Bilingual preferred Valid Texas driver's license with a good driving record (must meet and maintain liability coverage eligibility) Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50) paid by employee. Special Knowledge/Skills: Knowledge of basic principles of construction, school plant maintenance, athletic facilities and operations and custodial operations Ability to project and manage budget and personnel Ability to direct and supervise multiple district projects and activities Ability to interpret policy, procedures, and data and report in verbal and written formats Ability to read blueprints and schematics Strong organizational, communication, and interpersonal skills Experience: Five years of supervisory experience in educational setting, maintenance management, or facility management Experience managing a diverse staff Major Responsibilities: (The following statements describe the general purpose and responsibilities assigned and should not be construed as an exhaustive list of all responsibilities, skills, efforts, or working conditions that may be assigned or skills that may be required.) Professionalism The Educators' Code of Ethics is set forth in Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community. Rule §247.1 Purpose and Scope; Definitions Rule §247.2 Code of Ethics and Standard Practices for Texas Educators Organization Management The assistant director manages administrative, fiscal, and facilities functions responsibly through activities such as the following: Direct and coordinate multiple activities of maintenance and custodial personnel engaged in cleaning, maintaining, and repairing district facilities, equipment, grounds and utility systems. Direct maintenance activities on utility systems to provide continuous supply of electric power, gas, water/waste water, and HVAC required for school operations. Confer with campus and departmental administrators to resolve maintenance and custodial problems and recommend measures to improve operations and conditions. Review production, quality control, and maintenance reports and statistics (Maintenance Management System) to plan and modify maintenance and custodial operations. Plan, develop, and implement new methods and procedures designed to improve operations, minimize operating costs, and effect greater utilization of labor and materials. Project, prepare and administer maintenance budget. Review new products and equipment. Review and recommend capital expenditures for items that will increase efficiency and services of the department. Oversee department inventory and stock control program for equipment and supplies. Oversee district assets and proper disposal methods through auctions or other relevant sources/programs Personnel Management The assistant director provides oversight and manages personnel through activities such as the following: Supervise the district’s: Integrated Pest Management Plan (IPM) Hazardous Materials Plan (Haz Mat) Material Safety Data Sheets (MSDS) Asbestos Management Plan Preventative Maintenance Plan (PM Plan) Supervise assistant director, department coordinators, and administrative personnel Recruit, train, and supervise maintenance and custodial personnel and make sound recommendations about personnel placement, transfer, retention, and dismissal. Direct training and ongoing professional development of workers to improve work performance and acquaint workers with district policies and procedures as well as state and federal laws and regulations. Direct and supervise work assignments of department personnel and oversee project completion. Direct and supervise job evaluations of department personnel Prepare, review, and revise job descriptions in maintenance department. Serve as safety coordinator for facilities and work with emergency personnel during and after emergencies or disasters Maintain safety standards in conformance with federal, state, and insurance regulation Ensure permits for departments are up to date Ensure that equipment is maintained and operating in optimum conditions Professional Growth and Development The director provides leadership in professional growth and development through activities such as the following: Direct training and ongoing professional development of workers to improve work performance and acquaint workers with district policies and procedures as well as state and federal laws and regulations. Participate in national and state level organizations to stay abreast of latest research and best practices. Participate in all meetings and professional development opportunities to keep abreast of innovative techniques in maintenance operations. Attend professional growth activities to keep abreast of innovative techniques in maintenance operations. Qualities of an Effective Director The director exhibits qualities such as the following: Daily attendance and punctuality at work are essential functions of the job. Respond to after hour emergencies as needed. Correct unsafe conditions in work area and report any conditions that are not correctable to appropriate person immediately. Shall comply with District policies, as well as state and federal laws and regulations. Shall comply with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards. Observe professional and ethical standards in accordance with generally accepted community standards and the Texas Education Agency code of ethics. Demonstrate and elicit trust and respect from others, recognize and respect the knowledge, experience and values of others, and demonstrate and secure the confidence of others. Maintain confidentiality. Perform other duties as assigned by the Assistant Superintendent. Supervisory Responsibilities Supervise and evaluate the performance of supervisors and staff in the Maintenance Department. Monitor contractors and vendors to ensure compliance with district policy relating to campus, staff, and student safety while performing services or repairs for the district. Equipment Computer, computer software programs and peripherals, scanner, printer, copier, fax and other equipment applicable to the position. Other Respond to after hour emergencies as needed. Perform disaster duty when needed. Comply with district policies, as well as state and federal laws and regulations. Comply with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards. Perform any other duties as assigned by the Assistant Superintendent. Working Conditions: Mental Demands/Physical Demands/Environmental Factors: Maintain emotional control under stress and work with frequent interruptions. Repetitive hand motions, prolonged sitting, and prolonged use of computer. Work irregular and extended work hours to include holidays and weekends. May require moderate standing, stooping, bending, lifting, walking, climbing, pulling, pushing, reaching, moving, and carrying up to 50 lbs. Work indoors and outdoors to conduct on-site inspections of all district facilities and construction projects. Frequent district wide and occasional statewide travel. Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on slippery and uneven surfaces.
